About the role: XPENG is seeking a Government Relations Specialist / Manager to own the licensing, certification and government engagement that underpin local vehicle production in Indonesia. Based in Jakarta, you will be XPENG's lead contact with the ministries and agencies that grant company licences, homologation, local-content (TKDN) and LCEV incentive approvals. You will take over the full licensing workstream, not only the Standard Certificate. A core part of the job is directing XPENG's locally appointed licensing agency so every permit lands on time. Delays here hold up CKD imports, assembly and market launch, so your success is measured by keeping licensing off the production critical path.
Key responsibilities 1. End-to-end licensing and certification Own every permit on XPENG's Indonesia project milestone plan, from application to certificate in hand: - Company licensing: NIB and KBLI setup, Standard Certificate (Ministry of Industry), environmental approval and RKL/RPL (Ministry of Environment), including PKKPR spatial approval with local government and BKPM via the OSS system. - Homologation: NIK Certificate (MOI), NJKB (Ministry of Home Affairs), SNI-based battery certification with testing labs, Vehicle Type Approval and SUT/SRUT (Ministry of Transportation, including construction tests), and Korlantas police registration, per vehicle model. - Import licensing: PI CKD and IKD import approvals (MOI) so parts shipments from China clear on schedule. - Local content and incentives: TKDN certification at 40% and 60% stages, LCEV registration, Penetapan Model and tax incentive certificates, working with Surveyor Indonesia and the Ministry of Industry. - Prepare for and attend manufacturing verification audits; close findings quickly and arrange revisits. 2. Managing the appointed local agency - Act as XPENG's single point of accountability for the locally appointed licensing agency. - Set clear deliverables, deadlines and document lists; hold weekly status reviews against the milestone plan. - Check submissions for completeness and consistency before they go to ministries, to avoid rejection and rework. - Escalate early when the agency or an authority is slipping, and step in directly with officials to unblock. - Track agency performance and fees; recommend changes in scope or provider when needed. 3. Protecting the production timeline - Maintain the master licensing tracker, mapping each permit to its dependency on CKD/IKD shipments, assembly and launch dates. - Flag critical-path risks to the Senior Manager and production, supply chain and commercial teams, with recovery options. - Coordinate documents and evidence across XPENG HQ teams, the local assembly partner, testing labs and surveyors. - Provide regular status reports to APAC and HQ leadership. 4. Government relations and policy - Build working relationships with officials at MOI, MOT, Ministry of Environment, Ministry of Home Affairs, Ministry of Investment/BKPM, Korlantas and regional governments. - Monitor EV, local-content, import and incentive regulations, and advise on business impact. - Represent XPENG in industry associations (e.g. GAIKINDO, PERIKLINDO) and consultations on automotive and EV policy.
Qualifications: Required: 1.Bachelor's degree in law, engineering, public policy, business or a related field. 2.Specialist level: 5–8 years in automotive regulatory affairs, licensing, homologation or government relations in Indonesia. Manager level: 8+ years, including leading a licensing programme end to end. 3.Hands-on experience with Indonesian automotive permits: OSS/NIB, MOI industrial licences, NIK, SUT/SRUT, NJKB and police registration. 4.Working knowledge of TKDN, LCEV and CKD/IKD import rules, and experience with Surveyor Indonesia or similar verification bodies. 5.Proven track record managing external consultants or licensing agencies to deadlines. 6.Established network across MOI, MOT and related agencies. 7.Fluent Bahasa Indonesia and strong English; able to review technical and legal submissions in both. 8.High integrity and familiarity with anti-bribery and anti-corruption requirements. Preferred: 1.Experience with EV or new-energy vehicle makers, ideally during a local assembly or CKD start-up. 2.Experience working with Chinese companies; Mandarin is a strong plus. 3.Project management skills, comfortable running a milestone tracker across many parallel permits. 4.Experience within a regional or matrixed team across APAC.
