岗位职责： 作为公司海外基建项目的第一责任人，全面负责海外新能源汽车生产基地、研发中心及配套设施等大型复杂基建项目的全生命周期管理。统筹项目从前期策划、设计、施工到竣工验收、交付运营的全过程，建立海外项目管理体系，协调内外部资源，管控项目进度、质量、成本、安全及合规风险，确保海外项目按时、按质、按预算交付，支撑公司全球化战略落地。

核心职责： 1. 战略与总体策划：参与公司海外基建战略规划，主导海外项目前期可行性研究、投资估算及总体策划；组织编制并动态管理项目总进度计划、施工组织设计、关键节点目标及应急预案，确保项目与公司整体战略目标一致。 2. 全周期项目管控：全面负责海外项目的进度、质量、成本、安全及环保管理；建立项目 KPI 考核体系，定期向总部汇报项目进展，及时发现并解决项目实施过程中的重大问题和风险，确保项目顺利交付。 3. 跨文化团队与资源管理：组建并领导海外项目团队，包括中方管理人员及当地员工；协调总部各职能部门、国内外设计单位、监理单位、施工单位、供应商及当地政府监管部门、社区等内外部关键资源；建立高效的跨文化沟通机制，提升团队凝聚力和执行力。 4. 海外合规与风险管理：建立并完善海外项目合规管理体系，确保项目严格遵守当地法律法规、劳工标准、环保要求、税务政策及行业规范；识别并评估海外项目特有的政治、经济、法律、安全等风险，制定并实施风险应对措施。 5. 技术与商务管理：负责海外项目重大技术方案评审、设计优化及技术创新应用；主导项目商务谈判、合同管理、变更签证及竣工验收决算工作；建立海外供应商管理体系，优化供应链成本。

任职要求： 1. 学历及专业：本科及以上学历；土木工程、建筑学、工程管理、机电工程等相关专业。 2. 语言能力：英语听说读写流利，可作为工作语言进行商务谈判、技术交流及合同签署；掌握德语、西班牙语等第二外语者优先。 3. 工作经验：具备 10年及以上大型工程项目管理经验，其中至少 5 年海外基建项目管理经验；独立主导过多个完整交付的 10 万平方米以上复杂海外工业项目（汽车工厂优先），担任项目经理或同等负责人职位；可接受长期海外派驻。 4. 专业资质：持有国家一级注册建造师（建筑工程 / 机电工程）资格证书；持有 PMP、IPMP 等国际项目管理认证者优先。 5. 核心能力： - 具备优秀的海外项目全周期管控能力和战略规划能力； - 具备出色的跨文化团队领导力、高端资源协调能力及商务谈判能力； - 具备敏锐的风险预判能力和果断的决策能力，能够快速应对海外复杂多变的环境； - 熟悉国际工程管理模式、FIDIC 合同条款及海外项目合规要求； - 了解新能源汽车工厂建设标准、工艺流程及数字化工厂建设趋势者优先。 6. 职业素养：责任心强，抗压能力强，能够适应高强度工作和海外艰苦环境；具备良好的职业道德和敬业精神，认同公司企业文化。
