PRIMARY FUNCTION
The Documentation and Transition Specialist provides documentation management, knowledge transfer, and transition planning support for enterprise application modernization efforts supporting the Executive Office for Immigration Review (EOIR). This individual is responsible for developing, maintaining, organizing, and coordinating project, technical, operational, and user documentation while supporting transition activities necessary to ensure continuity of operations and successful adoption of modernized solutions.
The Documentation and Transition Specialist works closely with project management, business analysts, functional subject matter experts, developers, system administrators, testing personnel, and Government stakeholders to capture technical and operational knowledge, maintain accurate documentation, and coordinate transition and knowledge transfer activities. This individual helps ensure documentation remains current throughout the system development lifecycle and that Government personnel and other stakeholders are prepared to successfully transition to and support implemented solutions.

ESSENTIAL FUNCTIONS
- Develop, maintain, organize, and update project, technical, operational, system, and user documentation throughout the system development lifecycle.
- Develop and maintain documentation plans, templates, standards, repositories, and version-control processes.
- Coordinate with technical and functional personnel to capture system configurations, business processes, workflows, interfaces, procedures, and operational information.
- Develop and maintain standard operating procedures (SOPs), user guides, administrator guides, technical procedures, process documentation, reference materials, and other supporting documentation.
- Review existing documentation and identify gaps, outdated information, inconsistencies, and documentation requirements associated with system modernization.
- Translate complex technical and functional information into clear, concise documentation appropriate for technical, operational, and end-user audiences.
- Ensure documentation accurately reflects approved system functionality, configurations, business processes, and operational procedures.
- Develop and maintain transition plans, knowledge transfer plans, transition schedules, checklists, and supporting artifacts.
- Coordinate transition activities across project, technical, functional, and Government stakeholders.
- Support transition from legacy processes and systems to modernized solutions while helping maintain continuity of Government operations.
- Identify transition dependencies, risks, documentation gaps, and readiness concerns and communicate potential impacts to project leadership.
- Coordinate and document knowledge transfer activities between incumbent, contractor, Government, and other applicable personnel.
- Support development and maintenance of knowledge repositories and other resources necessary to preserve institutional and technical knowledge.
- Support operational readiness activities, including documentation reviews, transition readiness assessments, knowledge transfer sessions, and implementation preparation.
- Collaborate with business analysts and Functional SMEs to document business processes, operational procedures, workflows, and changes resulting from modernization activities.
- Collaborate with developers, system administrators, security personnel, and testing personnel to develop and maintain accurate technical and operational documentation.
- Support development of training materials, job aids, frequently asked questions (FAQs), quick-reference guides, and other user support materials as required.
- Track documentation development, reviews, approvals, revisions, and outstanding actions to ensure required materials are completed and maintained.
- Incorporate stakeholder feedback, system changes, lessons learned, and implementation results into documentation and transition materials.
- Participate in project meetings, technical reviews, demonstrations, Agile ceremonies, transition planning sessions, and operational readiness reviews.
- Support implementation, deployment, post-deployment stabilization, knowledge transfer, and transition-to-operations activities.

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:
- Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.
- Experience developing documentation for enterprise application modernization, digital transformation, or Federal IT initiatives.
- Experience developing technical documentation, SOPs, user guides, administrator guides, process documentation, and operational procedures.
- Experience supporting system transition, implementation, knowledge transfer, and operational readiness activities.
- Experience developing and maintaining transition plans, knowledge transfer plans, schedules, checklists, and readiness documentation.
- Ability to translate complex technical and functional information into clear documentation for multiple audiences.
- Experience working with technical teams, business stakeholders, and Government personnel to gather and validate documentation.
- Knowledge of document management, version control, configuration management, and documentation lifecycle practices.
- Familiarity with Microsoft 365 tools, including SharePoint, Word, PowerPoint, Teams, and related collaboration technologies.
- Familiarity with Azure DevOps, Jira, Confluence, or similar project and documentation management tools.
- Experience supporting Agile software development environments.
- Familiarity with business process documentation, workflow development, and change management practices.
- Strong technical writing, editing, organization, communication, and attention-to-detail skills.
- Ability to manage multiple documentation and transition activities while meeting established schedules and deadlines.
- Ability to effectively collaborate with business, functional, technical, project management, and Government stakeholders.
QUALIFICATIONS:
- Must be a US Citizen.
- Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
- Bachelor's degree from an accredited college or university and relevant professional experience in technical writing, documentation management, information technology, business analysis, communications, project support, or a related discipline.
- Ability to successfully pass a pre-employment drug test and background check.
PLACE OF PERFORMANCE
The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
