PRIMARY FUNCTION
The Power Platform Developer provides application development, workflow automation, and technical implementation support for enterprise application modernization efforts supporting the Executive Office for Immigration Review (EOIR). This individual is responsible for designing, developing, configuring, integrating, testing, deploying, and maintaining solutions using Microsoft Power Platform technologies to support Government business processes, workflow automation, data management, reporting, and modernization objectives.
The Power Platform Developer works closely with business analysts, functional subject matter experts, Microsoft developers, solution architects, security personnel, testing personnel, system administrators, and Government stakeholders to translate approved business and functional requirements into secure, scalable, and maintainable Power Platform solutions.
This position is contingent upon contract award
ESSENTIAL FUNCTIONS
- Design, develop, configure, test, deploy, and maintain enterprise solutions using Microsoft Power Platform technologies.
- Develop applications and business solutions using Microsoft Power Apps, including model-driven and canvas applications as appropriate.
- Design and implement automated business processes, approvals, notifications, and workflows using Microsoft Power Automate.
- Configure and maintain Microsoft Dataverse components, including tables, relationships, business rules, security roles, and data structures.
- Translate approved business, functional, and technical requirements into Power Platform applications, workflows, and supporting technical solutions.
- Collaborate with business analysts and Functional SMEs to understand Government business processes and identify opportunities for workflow automation and process improvement.
- Develop integrations between Power Platform solutions, Microsoft 365 services, databases, APIs, and other enterprise systems.
- Develop dashboards, reports, and data-driven functionality to support operational visibility and decision-making as required.
- Configure application security, user roles, permissions, and access controls in accordance with established security requirements.
- Develop reusable components and solutions in accordance with established Power Platform development, architecture, and governance standards.
- Collaborate with Microsoft developers and integration personnel to ensure Power Platform components operate effectively within the broader technical solution.
- Participate in solution design reviews, technical reviews, code and configuration reviews, demonstrations, and other project activities.
- Troubleshoot application, workflow, integration, configuration, and performance issues and implement appropriate corrective actions.
- Develop and execute unit testing and support integration, system, regression, and user acceptance testing activities.
- Collaborate with Security Engineers to incorporate applicable security requirements and secure development practices.
- Coordinate with system and environment administrators to support application configuration, deployment, release management, and promotion across development, testing, staging, and production environments.
- Maintain technical documentation, including application configurations, workflows, integrations, data structures, solution dependencies, and deployment procedures.
- Participate in Agile development activities, including backlog refinement, sprint planning, estimation, demonstrations, and retrospectives.
- Identify technical risks, dependencies, and issues and communicate potential impacts to project and technical leadership.
- Support implementation, transition, knowledge transfer, production readiness, and ongoing maintenance activities.

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:
- Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.
- Experience designing and developing enterprise solutions using Microsoft Power Platform.
- Experience with Microsoft Power Apps, Power Automate, and Dataverse.
- Experience developing model-driven and canvas applications.
- Experience designing and implementing business process automation, workflows, approvals, and notifications.
- Experience integrating Power Platform solutions with Microsoft 365, APIs, databases, and enterprise applications.
- Familiarity with Power BI and the development of dashboards, reports, and data visualizations.
- Knowledge of Power Platform security roles, permissions, environment management, and governance practices.
- Familiarity with Microsoft Azure and Microsoft 365 technologies.
- Experience with application lifecycle management (ALM), source control, and deployment of Power Platform solutions across multiple environments.
- Experience working within Agile software development and DevSecOps environments.
- Familiarity with Azure DevOps or similar development and work management tools.
- Knowledge of secure application development practices and applicable Federal security requirements.
- Strong analytical, troubleshooting, and problem-solving skills.
- Ability to effectively collaborate with business, functional, technical, and Government stakeholders.
QUALIFICATIONS:
- Must be a US Citizen.
- Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
- Bachelor's degree from an accredited college or university and relevant professional experience in software development, application development, information technology, information systems, or a related discipline.
- Ability to successfully pass a pre-employment drug test and background check.
PLACE OF PERFORMANCE
The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
