Position Overview
The LLE/OFCI Senior Program Manager, Data Centers leads the strategic procurement and coordination of critical long lead equipment (LLE) and owner-furnished contractor-installed (OFCI) items for mission-critical data center projects within JLL's Project and Development Services team. This senior-level position drives operational excellence by independently managing complex, high-value equipment procurement programs for hyperscale and enterprise data center facilities. You'll leverage your deep expertise in data center infrastructure and advanced procurement strategies to lead cross-functional teams in identifying mission-critical equipment requirements, negotiating with specialized vendors, and ensuring delivery schedules align with aggressive construction timelines.
Working with minimal supervision, you'll develop and implement strategic procurement plans that directly impact business unit performance and client satisfaction across multiple concurrent data center projects. This role demands a highly experienced professional who can navigate the unique complexities of data center equipment procurement—including power distribution systems, cooling infrastructure, backup power generation, and telecommunications equipment—while managing multimillion-dollar budgets and coordinating with global vendors and stakeholders. You'll serve as the subject matter expert for LLE/OFCI procurement, providing innovative solutions to complex challenges and mentoring team members in best practices for mission-critical facility equipment coordination.
Key Responsibilities
Strategic Equipment Program Management
- Lead end-to-end procurement strategy and execution for mission-critical data center equipment including electrical switchgear, transformers, UPS systems, generators, chillers, CRAC/CRAH units, fire suppression systems, and specialized telecommunications infrastructure across multiple concurrent projects
- Develop and implement comprehensive LLE/OFCI procurement programs aligned with data center construction schedules, client requirements, and budget objectives, with accountability for program outcomes and business unit performance
- Establish and maintain strategic relationships with specialized data center equipment manufacturers, vendors, and suppliers to ensure competitive pricing, priority delivery scheduling, and technical support
Technical Coordination and Specification Management
- Partner with data center design teams, MEP engineers, commissioning agents, and construction managers to establish precise equipment specifications, performance requirements, and integration parameters for Tier III and Tier IV facilities
- Lead technical evaluations of complex equipment proposals, analyzing capacity requirements, redundancy configurations, energy efficiency metrics, and total cost of ownership for mission-critical systems
- Ensure equipment selections meet stringent data center standards including Uptime Institute requirements, ASHRAE guidelines, and client-specific technical specifications
Vendor Management and Procurement Execution
- Direct sophisticated vendor solicitation processes including RFI, RFP, and bid evaluation for high-value data center equipment packages, independently making procurement recommendations to senior leadership
- Negotiate complex commercial terms, delivery schedules, payment structures, and service level agreements with global equipment manufacturers and distributors
- Manage vendor performance throughout the procurement lifecycle, addressing quality concerns, delivery delays, and technical issues while maintaining strong supplier relationships
Program Delivery and Risk Management
- Monitor and control multimillion-dollar equipment procurement budgets, tracking commitments, expenditures, and forecasts with detailed financial reporting to project stakeholders
- Develop and maintain integrated procurement schedules that account for extended lead times (12-52+ weeks) typical of specialized data center equipment, coordinating with construction schedules to prevent critical path delays
- Identify, analyze, and proactively mitigate equipment-related risks including supply chain disruptions, manufacturing delays, specification conflicts, and logistics challenges, implementing contingency strategies to protect project timelines
- Coordinate complex international logistics including factory inspections, shipping arrangements, customs clearance, and on-site delivery for overweight/oversized equipment serving multi-megawatt data center facilities
Documentation, Compliance, and Quality Assurance
- Maintain comprehensive equipment tracking systems, submittal logs, and procurement documentation that ensure full traceability and compliance with contractual requirements and quality standards
- Support equipment commissioning and startup activities, coordinating with contractors, manufacturers' representatives, and commissioning agents to ensure proper installation and performance validation
- Track warranty requirements, service agreements, and spare parts procurement for critical equipment, establishing systems that support long-term facility operations
- Ensure all procurement activities comply with data center industry best practices, manufacturer requirements, safety regulations, and client procurement policies
Leadership and Stakeholder Management
- Serve as the primary point of contact and subject matter expert for LLE/OFCI matters, providing strategic guidance to project teams, clients, and senior leadership
- Lead coordination meetings with cross-functional teams including design, construction, commissioning, and operations stakeholders to align equipment procurement with overall project objectives
- Mentor junior team members in data center equipment procurement processes, technical requirements, and vendor management best practices
- Develop and present executive-level reports on procurement status, budget performance, risk assessment, and program outcomes to clients and JLL leadership
Qualifications
Required:
- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management, or related technical field from an accredited institution
- 7-10 years of progressive experience in data center construction, mission-critical equipment procurement, or data center project management roles
- Demonstrated expertise in data center mechanical and electrical systems including power distribution (medium voltage switchgear, transformers, UPS, generators, PDUs), cooling infrastructure (chillers, CRAC/CRAH, economizers), and fire suppression systems
- Proven track record managing equipment procurement for data center projects valued at $100M+ with total equipment packages exceeding $20M
- Expert proficiency with Microsoft Office Suite, project management platforms (Procore, e-Builder, or similar), and procurement/ERP systems
- Exceptional organizational and program management skills with demonstrated ability to coordinate multiple complex, concurrent procurements while maintaining rigorous quality and schedule standards
- Advanced communication and negotiation skills with proven ability to influence senior stakeholders, resolve complex vendor issues, and present to executive audiences
- Strong analytical capabilities including the ability to evaluate technical specifications, assess financial proposals, and perform cost-benefit analyses for complex equipment decisions
- Comprehensive understanding of data center project delivery methodologies, construction sequencing, and the critical interdependencies between equipment procurement and construction schedules
Preferred:
- Master's degree in Engineering, Construction Management, or MBA with operations/supply chain focus
- Professional certifications such as Certified Data Centre Professional (CDCP), Uptime Institute Accredited Tier Designer (ATD), Project Management Professional (PMP), or Certified Professional Constructor (CPC)
- Direct experience with hyperscale data center environments and familiarity with requirements of major cloud service providers (AWS, Azure, Google Cloud)
- Experience managing equipment procurement for Tier III or Tier IV certified data center facilities
- Knowledge of data center commissioning processes and experience coordinating with commissioning authorities
- Background in data center operations or facilities management providing insight into long-term equipment performance and maintenance requirements
- Experience with international equipment sourcing and cross-border logistics management
- Demonstrated success implementing procurement technology solutions or process improvements that enhanced program efficiency
- Understanding of data center energy efficiency standards, sustainability metrics (PUE, WUE), and emerging cooling technologies
- Existing relationships with major data center equipment manufacturers and suppliers

Expected compensation for this position:
138,840.00 – 152,400.00 USD per year
Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
