Обязанности специалиста по закупкам Планирование закупок: сбор данных о потребностях организации; составление и обоснование планов закупок; анализ цен на товары/работы/услуги. Подготовка и проведение закупок: формирование закупочной документации (в т. ч. технического задания); публикация извещений о закупках; поиск поставщиков (для стороны поставщика поиск подходящих тендеров); проведение переговоров с поставщиками по условиям и ценам. Работа с документацией и контрактами: подготовка и подача заявок (если специалист представляет поставщика); оформление и заключение контрактов; работа с электронной подписью и гарантиями. Контроль исполнения контрактов: мониторинг сроков поставок и выполнения работ; проверка качества товаров/работ/услуг; ведение претензионной работы при нарушениях условий контракта. Отчётность и аналитика: подготовка отчётов по итогам закупок; ведение учёта и документооборота.

1. Образование: высшее образование (бакалавриат, иногда магистратура или специалитет); дополнительное профессиональное образование в сфере закупок (программы повышения квалификации или переподготовки). 2. Знания: законодательство в сфере закупок (44-ФЗ, 223-ФЗ); основы антимонопольного, гражданского, бюджетного и административного законодательства; принципы ценообразования и статистики; правила работы с Единой информационной системой (ЕИС) и электронными торговыми площадками (ЭТП). 3. Навыки: работа с программами 1С, Excel; навыки деловой переписки и ведения переговоров; умение составлять и проверять закупочную документацию; владение электронной подписью; аналитические навыки (анализ рынка, поставщиков, цен). 4. Личные качества: внимательность к деталям; ответственность; стрессоустойчивость; организованность; коммуникабельность. работа с программами 1С, Excel;
