🧾 Principales funciones del cargo:

1. Diseñar y coordinar la implementación del modelo de Gobernanza de Datos aplicable al proyecto del Sistema de Pagos Inmediatos, asegurando su alineación con la Estrategia Institucional de Datos, el Estatuto Orgánico del BCE y las políticas y estándares institucionales vigentes.

2. Definir y supervisar la aplicación de principios, políticas, estándares y criterios de gobernanza relacionados con la calidad, integridad, trazabilidad, interoperabilidad, clasificación, acceso, disponibilidad y ciclo de vida de los datos que intervienen en el sistema de pagos.

3. Coordinar con las áreas funcionales, tecnológicas, de seguridad de la información, riesgos y demás unidades competentes la identificación de dominios, activos de datos críticos, responsables funcionales, custodios técnicos y consumidores de información del proyecto.

4. Establecer criterios y mecanismos de evaluación de la calidad de los datos, incluyendo reglas de validación, indicadores, umbrales, gestión de incidencias, seguimiento de hallazgos y evidencias para verificar la confiabilidad de la información utilizada en los procesos de pagos inmediatos.

5. Definir y supervisar la documentación de metadatos, diccionarios de datos, flujos de información y linaje de los datos, desde su generación o recepción hasta su procesamiento, intercambio, almacenamiento y utilización por los sistemas y servicios relacionados.

6. Evaluar, desde el ámbito de Gobernanza de Datos, los impactos de cambios funcionales, integraciones, migraciones y nuevos desarrollos tecnológicos sobre los activos de datos críticos, promoviendo la identificación de dependencias y la trazabilidad de los requisitos de negocio hacia las soluciones tecnológicas.

Requisitos

🎓 Formación académica requerida:

Título de tercer nivel en:

Tecnologías de la información y comunicación, Economía, Estadística, Matemática.

💼 Experiencia mínima 7 años

1. Experiencia liderando o diseñando modelos, políticas, marcos de trabajo o iniciativas de Gobernanza de Datos en instituciones financieras, entidades públicas, sistemas de pago, organizaciones con información transaccional crítica o entornos de alta disponibilidad.

2. Experiencia en definición de responsabilidades y modelos operativos de datos, incluyendo identificación de Data Owners, Data Stewards y custodios técnicos, así como coordinación entre áreas de negocio, tecnología, seguridad de la información y riesgos.

3. Experiencia en diseño o supervisión de prácticas de gestión de calidad de datos, metadatos, diccionarios de datos, linaje, clasificación, interoperabilidad, gestión de accesos y trazabilidad de información.

4. Experiencia evaluando impactos de cambios tecnológicos, integraciones entre sistemas, migraciones de bases de datos o implementación de plataformas digitales sobre la integridad, consistencia, disponibilidad y uso de los datos.

5. Experiencia elaborando modelos de gobierno, matrices de responsabilidades, indicadores, planes de implementación, informes ejecutivos y mecanismos de seguimiento de riesgos y hallazgos asociados a la gestión de datos.

6. Se valorará experiencia en proyectos de transformación digital, pagos electrónicos, procesamiento transaccional, intercambio interinstitucional de información o aplicación de marcos de referencia como DAMA-DMBOK, COBIT, TOGAF u otros equivalentes.
