🧾 Principales funciones del cargo:

1. Definir y mantener la Arquitectura Empresarial objetivo del servicio de interoperabilidad.

2. Definir y documentar la arquitectura conceptual de negocio, datos, aplicaciones, integración y tecnología

3. Definir lineamientos y estándares de arquitectura e integración (incluyendo mensajería, APIs, datos, identificadores,

trazabilidad, interoperabilidad, seguridad, resiliencia, continuidad, observabilidad y criterios de evolución tecnológica) sobre

el servicio de Interoperabilidad.

4. Contribuir a la definición, revisión y trazabilidad de requisitos funcionales y no funcionales.

5. Participar en la preparación y revisión técnica de los Términos de Referencia, criterios de evaluación y entregables

contractuales.

6. Revisar la conformidad del diseño detallado y de las soluciones propuestas por el proveedor.

7. Coordinar y registrar decisiones, excepciones y cambios de arquitectura

8. Acompañar las fases de construcción, integración, pruebas, certificación, habilitación productiva y estabilización.

9. Articular técnicamente a las áreas especializadas del BCE, proveedor y actores externos, facilitando la convergencia entre

definiciones funcionales, técnicas, operativas, regulatorias, de seguridad y de continuidad durante todo el ciclo de vida del

proyecto.

Requisitos

🎓 Formación académica requerida:

Título de tercer nivel en:

Seguridad de la Información, Tecnologías de la Información, Sistemas Electrónica y Telecomunicaciones, Redes o Ciberseguridad, Magíster en Ciberseguridad.

💼 Experiencia mínima de 6 años en:

1. Diseño de arquitecturas empresariales, de solución o de integración para sistemas de pagos, plataformas interoperables o infraestructuras transaccionales críticas.

2. Experiencia en proyectos de interoperabilidad de pagos, transferencias electrónicas, pagos inmediatos, switching, compensación, liquidación o integración entre bancos, cooperativas, redes de pago, bancos centrales u otras entidades participantes.

3. Experiencia en definición de arquitectura objetivo y de transición, incluyendo capacidades, procesos, datos, aplicaciones, integraciones, APIs, mensajería y relaciones entre plataformas internas y externas.

4. Experiencia en integración de sistemas mediante APIs, servicios, mensajería estructurada y estándares de interoperabilidad, preferiblemente en entornos con ISO 20022, JSON, XML o esquemas equivalentes.

5. Conocimiento y experiencia en requisitos de seguridad, resiliencia y continuidad para plataformas críticas de pago, incluyendo alta disponibilidad, recuperación ante desastres, autenticación, certificados digitales, trazabilidad, monitoreo y protección de datos.

6. Experiencia en definición y revisión de requisitos funcionales y no funcionales, criterios de aceptación, arquitectura de integración y documentación técnica utilizada en procesos de contratación o implementación tecnológica.

7. Experiencia articulando equipos multidisciplinarios de negocio, tecnología, arquitectura, seguridad, riesgos, operaciones, proveedores y participantes externos dentro de proyectos de integración o interoperabilidad.
