Au sein du service Achats, vous pilotez un portefeuille d'achats IT et accompagnez les directions métiers dans la définition et la mise en œuvre de leurs projets. Vous élaborez les stratégies achats, conduisez les consultations et négociations, et veillez à la performance économique, opérationnelle et responsable des achats réalisés.

Le poste comporte également une dimension transverse de pilotage de l'activité achats, visant à renforcer la qualité des données, des reportings et des outils d'aide à la décision.

Accompagner les clients internes

  • Conseiller et accompagner les prescripteurs tout au long du processus achat.
  • Analyser et challenger les besoins afin d'identifier les solutions les plus adaptées.
  • Réaliser les études de marché, le sourcing fournisseurs et promouvoir les achats responsables.

Piloter les achats IT

  • Définir et déployer les stratégies d'achat adaptées aux enjeux des projets.
  • Conduire les procédures d'achat dans le respect de la réglementation des marchés publics.
  • Rédiger les dossiers de consultation, analyser les offres, mener les négociations et préparer les décisions d'attribution.
  • Intervenir sur des achats IT variés : logiciels, cloud, prestations de services, etc.
  • Contribuer aux achats mutualisés et aux travaux menés dans le cadre de l'Eurosystème.

Suivre la performance fournisseurs

  • Assurer le pilotage des contrats et des relations fournisseurs.
  • Définir et suivre les indicateurs de performance.
  • Identifier les risques et opportunités d'amélioration et mettre en œuvre les actions nécessaires.

Contribuer au pilotage de l'activité achats

  • Participer à la gestion du Plan Prévisionnel Achats et au suivi de l'activité.
  • Produire et fiabiliser les indicateurs et tableaux de bord du service.
  • Contribuer à l'amélioration des processus, des outils et du système d'information achats.
  • Accompagner la professionnalisation et l'amélioration continue des pratiques du service.

Profil recherché:

‎

  • Diplôme Bac+5 (école de commerce, école d’ingénieur ou université), idéalement avec une spécialisation achats.
  • Première expérience en achats IT, commande publique, pilotage d’activité ou gestion de projets.
  • Bonne capacité d’analyse et intérêt pour la donnée, les indicateurs de performance et l’amélioration continue.
  • Connaissance de l’environnement informatique appréciée.
  • Anglais professionnel niveau B2 (écrit et oral).
