Omschrijving

Wij zijn op zoek naar een Programmamanager Vastgoed Vluchtelingenopvang voor de gemeente Den Haag. De opdracht vindt plaats binnen een vastgoedorganisatie die verantwoordelijk is voor het beheer, de ontwikkeling en de samenstelling van een omvangrijke vastgoedportefeuille.

Als programmamanager ben je verantwoordelijk voor de aankoop/aanhuur, realisatie en het beheer van huisvesting voor diverse doelgroepen, waaronder vluchtelingen. Je geeft leiding aan een team van circa 10 medewerkers en stuurt op de verdere ontwikkeling en uitvoering van de vastgoedportefeuille voor opvanglocaties.

Taken en verantwoordelijkheden

  • Aansturen van het team verantwoordelijk voor aanhuur, aankoop, realisatie en beheer van opvanglocaties.
  • Sturen op de benodigde opvangcapaciteit in afstemming met interne stakeholders.
  • Bewaken van de voortgang van nieuwe locaties.
  • (Laten) opstellen en goedkeuren van projectplannen.
  • Toezien op bestuurlijke besluitvorming en bijdragen aan collegevoorstellen.
  • Sturen op transitiekosten, kostenramingen en budgetbewaking.
  • Toezien op een effectieve werkwijze, processen, workflows en het gebruik van beschikbare tools.
  • Verantwoordelijk voor de formatie en samenstelling van het team.

Wat vragen wij?

Eisen:

  • WO werk- en denkniveau.
  • Aantoonbare vastgoedachtergrond.
  • Leidinggevende ervaring (minimaal 5 jaar).
  • Ervaring met vastgoed assetmanagement in een publieke en/of private omgeving.
  • Meer dan gemiddelde inhoudelijke kennis van acquisitie en dispositie, verbouwing, onderhoud, gebruik en (her)ontwikkeling van vastgoedassets.
  • Kennis van haalbaarheids- en waardeberekeningen, relevante wetgeving, (publieke) vastgoedfinanciering en opdrachtgeverschap.

Aanvullende wensen:

  • Ervaring met het opbouwen en beheren van een vastgoedportefeuille.
  • Ervaring in een complexe beleidsmatige en bestuurlijke omgeving.
  • Sterke onderhandelingsvaardigheden gecombineerd met vakinhoudelijke kennis.
