Job Description

BryceTech is seeking a Personnel and Facilities Manager to provide senior-level personnel, facilities, infrastructure, and operational support to U.S. Space Force organizations in El Segundo, CA. This position will oversee secure mission infrastructure and facility operations while supporting personnel management, facility planning, space allocation, relocations, modernization, and sustainment activities. The ideal candidate will have extensive Department of Defense experience managing TS/SCI SCIF and SAPF environments, coordinating facility security accreditation, supporting high-availability IT infrastructure, and integrating personnel and facilities requirements with broader mission and acquisition strategies.

Responsibilities

  • Manage and coordinate personnel, facilities, infrastructure, and operational requirements supporting U.S. Space Force mission organizations
  • Plan, coordinate, and execute facility space allocation, collocation procedures, facility usage agreements, work orders, relocations, and facility modernization activities
  • Maintain accredited SCIFs and SAPFs for Government and contractor personnel in accordance with applicable security, operational, and mission requirements
  • Coordinate facility security accreditation, co-use approvals, and continuing compliance for TS/SCI SCIF and SAPF environments
  • Support the planning, design, construction, renovation, retrofitting, and modernization of secure facilities in accordance with ICD 705 and applicable Government security requirements
  • Develop and implement operational strategies that align secure mission infrastructure with organizational and acquisition strategies
  • Support the planning, execution, and sustainment of secure mission infrastructure, including facility space, high-availability networks and IT systems, secure communications, and associated operational capabilities
  • Coordinate daily facility maintenance, space management, work orders, and facility utilization activities
  • Support and coordinate Facilities Utilization Board (FUB) activities, including requirements development, space allocation, prioritization, and execution
  • Direct and coordinate office relocations, organizational moves, facility transitions, and long-term modernization efforts
  • Coordinate Host Tenant Support Agreements (HTSAs) and associated facility support requirements with Government organizations, host installations, and mission partners
  • Sustain high-availability operational networks and computer systems in coordination with appropriate IT and telecommunications personnel
  • Coordinate hardware and software lifecycle management, system refreshes, secure communications, and infrastructure sustainment activities
  • Identify facility, infrastructure, personnel, and operational risks and develop recommendations to mitigate impacts to mission requirements
  • Coordinate across Government organizations, contractors, facility managers, security personnel, IT organizations, and mission partners to resolve operational issues
  • Support facility inspections, security assessments, accreditation activities, corrective actions, and documentation requirements
  • Manage and maintain facility and infrastructure documentation, agreements, plans, records, and status information
  • Use RAMS, ARCHIBUS, Microsoft Office, and other Government-approved systems and tools to manage facilities, personnel, work orders, space, and program information
  • Support personnel in-processing and out-processing activities and coordinate associated facility, access, workspace, and infrastructure requirements
  • Manage multiple concurrent projects and taskers, prioritize competing requirements, and provide timely status updates to leadership
  • Prepare briefings, reports, correspondence, decision materials, and other products for senior Government leadership
  • Handle sensitive and classified information in accordance with applicable security requirements
  • Perform other duties as assigned in support of U.S. Space Force mission requirements

Qualifications

  • Active DoW Top Secret Clearance with SCI eligibility (TS/SCI)
  • Bachelor’s degree from an accredited college or university; master’s degree desired
  • Minimum 15 years of relevant experience in Department of Defense human resources, information technology/telecommunications, facilities management, or related mission support, including significant experience operating in a SCIF environment; NRO, NSA, and/or NGA experience acceptable
  • Extensive experience managing and sustaining secure facilities and infrastructure supporting TS/SCI SCIF and SAPF environments
  • Experience coordinating facility space allocation, collocation procedures, facility usage agreements, work orders, relocations, and facility modernization
  • Experience with facility security accreditation and co-use approvals for TS/SCI SCIF and SAPF environments
  • Experience maintaining accredited SCIFs and SAPFs for Government and contractor personnel
  • Experience with the planning, design, construction, renovation, retrofitting, and modernization of TS/SCI SCIF and SAPF environments in accordance with ICD 705
  • Experience establishing and implementing operational strategies aligned with acquisition strategies and organizational mission requirements
  • Experience planning, executing, and sustaining secure mission infrastructure, including facility space, high-availability networks and IT systems, and secure communications
  • Experience coordinating daily facility maintenance, space allocation, and Facilities Utilization Board (FUB) activities
  • Experience directing office relocations, organizational moves, and long-term facility modernization initiatives
  • Experience sustaining high-availability operational networks and computer systems and coordinating associated hardware, software, lifecycle, and secure communications requirements
  • Experience securing and maintaining critical facility security accreditations and coordinating associated inspections, documentation, corrective actions, and approvals
  • Experience establishing and maintaining Host Tenant Support Agreements (HTSAs)
  • Experience supporting human resource management activities, including personnel in-processing and out-processing
  • Experience using RAMS and ARCHIBUS for facility, space, work order, or infrastructure management
  • Demonstrated ability to lead, manage, and execute multiple internal projects and respond to workflow taskers and mission requirements
  • Demonstrated ability to coordinate geographically dispersed Government, contractor, facility, security, and IT personnel in support of mission requirements
  • Strong analytical, organizational, problem-solving, and project management skills
  • Strong written and verbal communication skills, including the ability to brief senior Government leadership and prepare executive-level reports and decision materials
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook
  • Ability to independently manage competing priorities and operate effectively in a fast-paced, highly regulated, classified environment
  • Ability to handle sensitive and classified information with appropriate discretion and security awareness
