Job Description Take full responsibility for all talent acquisition activities, workforce planning, and recruitment operations to ensure timely and adequate staffing for both Mass Recruitment (Direct Labor) to meet peak production schedules, and High-level Professionals (Back-office/Engineers/Management) for the factory. Strategic Planning & Recruitment Budgeting: Workforce Forecasting: Lead coordination with the Production department and HRBPs to forecast weekly/monthly/quarterly manpower needs based on factory expansion plans or peak production seasons. Recruitment Planning: Develop comprehensive recruitment plans, including sourcing channels, timelines, and risk mitigation strategies to prevent labor shortages. Budget Management: Build, optimize, and manage the overall TA budget (job posting fees, vendor costs, job fair expenses, and employee referral bonuses). Mass Recruitment Operations (Direct Labor): Vendor Management: Source, evaluate, contract, and monitor the performance of labor supply agencies and manpower leasing vendors (Sub-contractors). Sourcing Network Development: Establish strategic partnerships with local employment centers, vocational schools, and local authorities to secure a stable and robust labor pipeline. Internal Referral Programs: Establish and drive the Employee Referral Program (MGM - Member Get Member), leveraging the company's attractive bonus schemes to optimize organic sourcing resources. White-collar, Engineering & Managerial Recruitment: Drive the end-to-end recruitment process for high-quality talent and specialized engineering roles. Evaluation Standardization: Standardize the interview, assessment, and selection processes to ensure hiring quality. Team Management: Manage, train, and continuously develop the capabilities of the internal TA team. Client Audit Compliance & Reporting: Handle and pass client CSR/compliance audits regarding recruitment practices; prepare periodic recruitment reports for the Board of Directors (BOD).
  2. Requirements Education: Bachelor’s degree or higher in Human Resources, Business Administration, or related fields. Experience: Minimum 3–5 years of managerial experience in an equivalent position within the manufacturing industry. Proven TA experience in large-scale manufacturing plants; candidates with backgrounds in Electronics or Chinese/Taiwanese FDI companies are highly preferred. Core Competencies: Strong Business Partner mindset, deep understanding of manufacturing operations, and the confidence to work directly with the Board of Directors. Language: High proficiency in Chinese, capable of conducting meetings and reporting directly to Chinese leadership. English proficiency is a strong plus.
