Position Summary
The Senior Program Coordinator is the lead integration professional within the HEFA 3 Program Management Office. The role supports the Program Director by driving cross-functional integration across EPCC, engineering, HSE, project controls, finance, feedstock, sales planning, advocacy, permitting, and operational readiness.
Key Responsibilities
- Maintain the integrated program execution rhythm across all workstreams and ensure alignment between delivery, governance, and business-enablement activities.
- Prepare and coordinate the biweekly Integrated Program Management Meeting, including agenda development, pre-read collection, issue framing, action log review, and escalation preparation.
- Consolidate inputs from Engineering Technology & Quality, HSE, Change Control, and Policy & Advocacy forums into a single executive view for the Program Director.
- Own the interface-management process across plant delivery, feedstock readiness, permitting, product qualification, policy timing, and operational readiness.
- Challenge inconsistent plans, missed commitments, and weak recovery actions from internal workstreams, EPC contractors, and other stakeholders, and escalate material risks promptly.
- Coordinate preparation of decision papers for Steering Committee review and for committee decisions requiring defined authority or escalation.
- Ensure approved changes, committee decisions, and key actions are reflected in the integrated master plan, decision log, and follow-up trackers.
- Support gate readiness for FID, EPC award, construction, commissioning, and handover by coordinating evidence, action closure, and governance submissions.
Qualification & Requirement
- 10-15+ years of experience in owner-side major projects, EPC/EPCM project management, capital project integration, or PMO leadership in chemical, refining, renewable-fuels, petrochemical, or infrastructure sectors.
- Strong understanding of major-project governance, schedule management, action tracking, risk escalation, and management reporting.
- Able to work confidently with ELT members, project directors, engineering leaders, finance, legal, contractors, and government-facing teams.
- Fluent or highly effective in both English and Chinese in a business and project-management setting.
- Comfortable operating in a fast-moving environment with incomplete information and multiple senior stakeholders.
Success Measures
- Integrated meetings are disciplined, decision-oriented, and well prepared.
- Cross-functional interfaces are identified early and actively managed.
- Action closure rates are high and overdue items are escalated quickly.
- Steering and committee papers are concise, decision-ready, and accurate.
- Risks are surfaced early enough for management intervention rather than after slippage occurs.
