Opdracht - samenvatting De gemeente Hardenberg zoekt een projectleider voor de duurzame verankering van de Wet open overheid (Woo) in werkprocessen, systemen en werkwijze. De opdracht omvat het uitvoeren van het implementatieplan voor actieve openbaarmaking met fasering per informatiecategorie, planning, budgetbewaking en risicomanagement. Je richt werkprocessen in en beschrijft rollen en verantwoordelijkheden (wie levert aan, wie beoordeelt, wie anonimiseert, wie publiceert) en borgt de PCDA-cyclus in de lijn. Daarnaast verbeter je het proces voor Woo-verzoeken, inclusief termijnbewaking en stuurinformatie voor monitoring en verantwoording, en verzorg je bewustwording en trainingen voor medewerkers, leidinggevenden en bestuur. Je stuurt de projectgroep aan, voert stakeholdermanagement binnen en buiten de gemeente en zorgt voor een duidelijke overdracht naar de lijn; aan het einde zijn processen ingericht, de verplichte informatiecategorieën actief gepubliceerd en afgestemd op de nieuwe Archiefwet. De opdracht is conform de veranderende wetgeving (Wmebv sinds 2026 en Archiefwet per 2027) en vereist aantoonbare afstemming met AVG en digitale toegankelijkheidseisen. Vereist profiel - Aantoonbare ervaring als projectleider binnen informatiebeheer, openbaarmakings- of digitale overheidstrajecten (bij voorkeur op gemeentelijk niveau). - Diepe kennis van de Woo, Wmebv, Archiefwet, AVG en eisen rondom digitale toegankelijkheid; ervaring met implementatie van wettelijke publicatieverplichtingen. - Ervaring met het inrichten en beschrijven van werkprocessen en besluit- en verantwoordelijkheidstoedeling in de lijn; bekend met PCDA/PDCA-cycli. - Sterke proces- en veranderkundigheid: ervaring met het opstellen en uitvoeren van implementatieplannen, fasering, planning, budgettering, risicoanalyse en afhankelijkhedenbeheer. - Praktische ervaring met procesoptimalisatie voor verzoekafhandeling (timing, registratie, rapportages en stuurinforma...
