The posting

POSITION SUMMARY:

HIAS seeks an experienced Program Officer, Data and Reporting to coordinate data management, analysis, and reporting for refugee arrivals through the Program of Initial Resettlement (PIR) funded by the Office of Refugee Resettlement (ORR). The Program Officer works closely with ORR, HIAS affiliates across the country, and other stakeholders to collect, validate, reconcile, and upload data into the ORR RADS database. The Program Officer prepares required reports, analyzes program outcomes and data-quality trends, and recommends corrective actions and process improvements. The position also serves as a technical resource to affiliates, providing training and ongoing assistance on systems, reporting requirements, and data-entry procedures throughout pre-arrival and post-arrival services.

Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (California, Colorado, Connecticut, Florida, Georgia, Massachusetts, Michigan, New Jersey, Ohio, Pennsylvania, Texas, Virginia).

The salary for this position is $60,000-68,000. This position is grant funded and the position is contingent on funding.

ESSENTIAL FUNCTIONS:

  • Coordinates PIR client data collection, entry, and validation in IRIS and ORR RADS; identifies recurring discrepancies; recommends corrective actions and process improvements; and follows up with affiliates as needed to ensure timely, accurate submissions.
  • Prepares and submits required monthly reports to ORR, including reconciliation, IOM travel loan, post-arrival client data reporting, and other requested reports.
  • Trains affiliates on IRIS and ORR RADS requirements, system updates, and data-entry procedures, and provides ongoing technical assistance to resolve upload, access, and submission issues.
  • Analyzes HIAS client reach, service, and program outcomes data; identifies trends, risks, and data-quality issues; and develops findings and recommendations for organizational reporting and program improvement.
  • Coordinates assigned components of semi-annual reporting to ORR, including compiling and validating affiliate data, analyzing results, and summarizing affiliate activities for the report.
  • Provides technical and operational support for training, monitoring, and other pre- and post-arrival activities, as necessary.
  • Performs administrative duties, including the coordination of affiliate meetings and trainings, maintains program documentation and reporting records, and tracks follow-up actions and deliverables.

QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s degree in data science or analytics, public administration, international development, social services, or a related field required; an equivalent combination of education and relevant experience may be considered.
  • 3-5 years of progressively responsible experience in refugee resettlement, program data management, humanitarian services, immigration, or a related field, including experience independently managing complex program or data analysis responsibilities.
  • Substantial knowledge of the U.S. Refugee Admissions Program and federally funded resettlement programs required; experience working with a resettlement affiliate strongly preferred.
  • Demonstrated ability to independently analyze complex case and program data, identify trends, risks, and discrepancies, conduct accurate reconciliation of data and develop accurate reports and actionable recommendations for program decision-making.
  • Advanced proficiency in Microsoft Excel – including formulas, data validation, and data visualization – and strong proficiency in Word and PowerPoint required. Experience with Microsoft 365 applications, including SharePoint, Microsoft Teams, and Copilot AI preferred.
  • Experience with case management or federal reporting systems preferred.
  • Excellent verbal and written communication skills, with the ability to translate complex data and technical requirements into clear guidance and concise reports.
  • Excellent interpersonal skills to maintain key relationships with program staff at HIAS affiliates and other national peer organizations.
  • Proven ability to serve as a subject-matter resource, provide technical guidance, facilitate discussions, coordinate across multiple stakeholders, and cultivate effective relationships with affiliates, government partners, and peer organizations.
  • Strong independent judgment, critical thinking, and problem-solving skills, including demonstrated experience assessing sensitive, urgent, ambiguous, and high-needs cases; determining appropriate action; and escalating only when warranted.
  • Demonstrated ability to take ownership of assigned program functions, establish priorities, make sound decisions within established authority, and carry work through to completion with minimal supervision.
  • Ability to anticipate operational needs, identify process gaps, and recommend and implement practical improvements that strengthen quality, consistency, efficiency, and compliance.
  • Highly organized, detail-oriented self-starter with demonstrated ability to independently prioritize competing demands, manage multiple reporting cycles, carry out varied functions within a multifaceted program, and consistently meet deadlines with accuracy.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
