Description de l'emploi ##

L'Unité de contrôle, audit et enquêtes (UCAE) de la Direction générale de la cohésion sociale (DGCS), est une équipe dynamique composée d'une vingtaine de collaboratrices et collaborateurs en charge de la surveillance de nos prestations. Rattachée à l'UCAE, la section du Contrôle interdisciplinaire des visites en établissements sanitaires et sociaux (CIVESS) a pour mission spécifique de surveiller et inspecter les établissements sanitaires et sociaux du canton de Vaud. En vue de l-accomplissement des missions suivantes, nous recherchons actuellement un·e Adjoint·e au Responsable de l'Unité de contrôle, audit et enquêtes (UCAE) pour la section du Contrôle interdisciplinaire des visites en établissements sanitaires et sociaux (CIVESS).

Responsabilités ##

  • Assurer le pilotage stratégique en collaboration avec le Responsable de l'UCAE ainsi que la représentation du CIVESS.
  • Assurer la répondance et l'expertise concernant les processus et procédures opérationnels du CIVESS.
  • Contrôler le respect des droits et des exigences légales, des normes de sécurité et de qualité dans les institutions sanitaires (dont notamment les EMS, CMS, CAT, HNM, hôpitaux psychiatriques) et socio-éducatives (dont notamment les ESE, les ateliers) Vaudoises.
  • Seconder le Responsable d'unité dans ses missions et le suppléer dans la conduite de l'unité.

Qualifications ##

  • Master universitaire ou profession socio-sanitaire niveau master ou HES ou titre jugé équivalent.
  • Spécialisation souhaitée dans un domaine du social ou de la santé (droits des patients, politiques publiques, etc.).
  • Pratique professionnelle de terrain et dans la surveillance ou en qualité socio-sanitaire de 5 ans minimum.
  • Maîtrise du fonctionnement de l'administration publique et de la gestion des institutions publiques exigée.
  • Très bonnes capacités rédactionnelles, d'analyse et de synthèse.
  • Vision globale et sens de la perspective.
  • Capacité d'adaptation et flexibilité.
  • Orientation client, esprit d'entraide et de collaboration.
  • Sens des responsabilités et éthique du service public développés.
