Missions principales :

Diriger l'instruction des demandes d'autorisation de construire, de l'examen formel et matériel jusqu'à la décision. Cela comprend la mise à l'enquête, le traitement des oppositions, la coordination avec les services communaux, cantonaux et de la Commission cantonale des constructions ainsi que les recours. Exercer la police des constructions.

Assurer le suivi de la révision globale du PAZ et du RCCZ jusqu'à son homologation, puis en conduire la mise en œuvre et les adaptations, ainsi que de diriger l’établissement de plans spéciaux et autres instruments relevant de l’aménagement du territoire

Actualiser les bases légales et directives communales en matière de construction et d’urbanisme

Participer au développement, à la gestion et l’assainissement du parc immobilier communal

Coordonner dans ce contexte l’ensemble des partenaires publics et privés œuvrant à l’échelle locale, régionale, cantonale et fédérale

Préparer et assister aux séances de la commission des constructions et rédiger les propositions de décision à l'intention du Conseil municipal, puis en assurer le suivi.

Servir une mission continue d’information et de soutien auprès du Conseil municipal et de la population

Préférence sera donnée aux personnes dont le profil correspondrait aux exigences suivantes :

Diplôme EPF, HES ou ES en architecture, génie civil, aménagement du territoire ou domaine apparenté. Un parcours de dessinatrice ou dessinateur CFC complété par une solide expérience des autorisations de construire sera également pris en considération.

Expérience d’au moins 5 ans en conduite de projets pertinents, ou dans un poste similaire au sein d’une administration publique ou d’une entreprise privée.

Excellentes connaissances en matière de droit des constructions, de l’aménagement du territoire et des procédures administratives.

Maîtrise des outils informatiques standards et spécifiques à la fonction

Aptitude à travailler en équipe

Aisance rédactionnelle

Sens de la discrétion, qualités relationnelles et organisationnelles

Eprit d’analyse et de synthèse, autonome, rigoureux et polyvalence

Langue maternelle française, connaissance de l’anglais étant un plus
