Die Dienststelle Informatik (DIIN) erbringt umfassende IT-Dienstleistungen für die Departemente, Gerichte und Schulen des Kantons Luzern. Neben der Beratung zu Fragestellungen der Informatik in den Bereichen Architektur, Sicherheit, Infrastruktur, Projekte und Applikationen und der Bereitstellung von IT-Services betreibt sie die kantonale Informatikinfrastruktur in zwei modernen Rechenzentren und ist für den Aufbau und den Betrieb des komplexen kantonalen Kommunikationsnetzes besorgt. Microsoft 365 ist das digitale Rückgrat der Zusammenarbeit in der kantonalen Verwaltung und in den Schulen des Kantons Luzern. Wir bauen den Betrieb dieser Konzernplattform als eigene Organisation neu auf. Als Product Manager M365 verantwortest du, was auf dieser Plattform entsteht, in welcher Reihenfolge und mit welchem Nutzen für die Dienststellen und die Schulen.

Deine Aufgaben

  • Du führst die Roadmap der M365-Plattform und priorisierst nach Wert und Risiko. Die Leitung sieht, was wann kommt, und kann steuern.
  • Du baust den Zugang für die Dienststellen aus: eine Adresse für Anliegen, ein sichtbares Backlog, klare Zuständigkeit für jeden Entscheid. Kein Begehren versandet, keines geht an Entscheidungsgremien vorbei.
  • Neue Dienste oder Apps bringst du zügig und nachweisbar zur Freigabe, gemeinsam mit Security, Datenschutz und den Fachverantwortlichen. Datenschutz ist für dich ein Qualitätsmerkmal und keine Bremse.
  • Du machst transparent, was die Plattform und die einzelnen Dienste kosten, und legst sie verursachergerecht auf Verwaltung und Schulen um. Du unterstützt die Leitung bei der finanziellen Planung und Budgetierung.
  • Du planst Rollouts mit Kommunikation und Befähigung und weist den Nutzen an Kennzahlen nach.
  • Du baust das M365-Betriebsmodell mit auf, überführst Aufgaben vom externen Partner in die eigene Organisation und arbeitest im skalierten agilen Setup (SAFe) eng mit dem Product Owner, den DevOps Engineers, der Architektur und den Business Ownern zusammen.

Dein Profil

  • Abgeschlossenes Studium oder gleichwertige Erfahrung in Informatik, Wirtschaftsinformatik oder Betriebswirtschaft mit ausgeprägtem IT-Bezug (HF, FH oder Universität).
  • Mehrjährige Erfahrung als Product Manager, Product Owner oder Service Owner für eine Plattform mit vielen internen Kunden. Du hast eine Roadmap schon einmal gegen konkurrierende Interessen durchgesetzt.
  • Substanz auf der Plattform: du beurteilst selbst, was ein Begehren technisch bedeutet. Teams-, Meeting- und App-Policies, Berechtigungs- und Sharing-Modell in SharePoint Online und OneDrive, Gastzugriffe und deren Lebenszyklus in Entra ID, Sensitivity Labels und Purview, Voraussetzungen für Copilot, Sicherheitsbaselines wie CIS Benchmark und Secure Score.
  • Du merkst, wenn die Aussage eines Herstellers oder eines Partners nicht stimmt und kannst deinen Standpunkt technisch argumentieren.
  • Verständnis moderner Betriebsmodelle: DevOps, Automatisierung, Configuration as Code und Auditierbarkeit im M365-Kontext.
  • Erfahrung im skalierten agilen Umfeld (SAFe) mit Roadmap, Priorisierung, PI Planning und der Zusammenarbeit mit Business Ownern.
  • Erfahrung in der öffentlichen Verwaltung oder einem regulierten Umfeld von Vorteil.
  • Du wirkst ohne Weisungsbefugnis: du führst unterschiedliche Interessen zu tragfähigen Entscheiden und bleibst verbindlich.
