Responsable de la taxation de la plus-value foncière à 50% #

Mission

L'estimation de la valeur des biens fonciers vous intéresse? La loi fédérale sur l'aménagement du territoire charge les cantons d'établir un régime de compensation des avantages et des inconvénients majeurs qui résultent de mesures d'aménagement, en particulier de taxer la plus-value foncière réalisée par les propriétaires. Afin d'accomplir cette tâche, le Service jurassien du développement territorial cherche un collaborateur scientifique responsable des procédures de taxation et des questions relatives au régime de compensation. Vous identifiez les bien-fonds concernés, mandatez et examinez des expertises, informez les acteurs, rédigez les décisions de taxation, traitez les oppositions et prenez position sur les recours. Vous percevez la taxe et gérez le fonds de compensation 5 LAT. Vous assurez un système de veille et de monitoring afin de procéder aux décisions de taxation et aux perceptions des montants dans les délais légaux. Vous suivez l'évolution des connaissances, des pratiques et de la jurisprudence en la matière au niveau national.

Profil

Vous êtes au bénéfice d'un titre HE ou universitaire niveau master en expertise immobilière, architecture, urbanisme, géomatique, ingénierie ou géographie, ou d'une formation jugée équivalente. Vous justifiez d'une expérience professionnelle de deux ans minimum. Vous êtes apte à travailler de manière autonome et possédez un grand sens des responsabilités. Votre organisation est structurée et méthodique et vous faites preuve de rigueur et d'efficacité. Vos compétences rédactionnelles se distinguent par un excellent esprit de synthèse et se conjuguent avec de grandes capacités d'analyse. Votre entregent et votre sens de la communication contribuent à la qualité des relations que vous entretenez avec vos interlocuteurs.

La Section de l'aménagement du territoire est une composante du Service du développement territorial, qui regroupe une quarantaine d'employés. Vous œuvrez ainsi dans un environnement multidisciplinaire et stimulant, au cœur de plusieurs politiques publiques essentielles au bon fonctionnement de la société.
