Afin de renforcer la gouvernance de la qualité et de garantir une prise en charge sécurisée et optimale de nos patients, nous recherchons un(e) Responsable Qualité (H/F) à 50 %. Rattaché(e) directement à la Direction des Opérations, vous pilotez le développement, la structuration et le suivi du Système de Management de la Qualité (SMQ) de l'établissement.

En tant que référent(e) transversal(e), vous collaborez étroitement avec la Direction générale, la Direction médicale, la Direction des soins ainsi qu'avec l'ensemble des responsables de services (soignants, médicaux, administratifs et logistiques) pour promouvoir une culture d'amélioration continue et de maîtrise des risques.

Responsable Qualité / Quality Manager (H/F) – 50 %

Vos Responsabilités Principales

  • Animation du SMQ \& Démarche PDCA : Élaborer le concept qualité, cartographier les processus clés, maîtriser la documentation (politiques, procédures, formulaires) et animer le cycle PDCA.
  • Conformité LAMal 58a, H\+ \& Suivi ANQ : Assurer la veille réglementaire, piloter la conformité avec la convention qualité (art. 58a LAMal), définir et documenter les Mesures d'Amélioration Continue (MAC), répondre aux tâches imposées par la convention H\+ et coordonner les mesures nationales ANQ.
  • Gestion des risques \& Dispositif CIRS : Maintenir le système de gestion des événements indésirables, piloter le dispositif CIRS, accompagner l'analyse des causes et suivre les plans d'actions dans une culture apprenante non punitive.
  • Indicateurs \& Pilotage : Définir les KPI pertinents avec la Direction des Opérations, maintenir le tableau de bord qualité et suivre la satisfaction des patients.
  • Audits \& Amélioration continue : Élaborer et réaliser le programme annuel d'audits internes, accompagner les audits externes et garantir le suivi des actions correctives.
  • Accompagnement \& Formation : Conseiller les responsables de service, animer des groupes de travail multidisciplinaires et sensibiliser les collaborateurs aux enjeux de sécurité et de qualité.

Vos Enjeux pour les 12 Premiers Mois

  • Réaliser un état des lieux complet du système qualité et définir la feuille de route annuelle.
  • Ancrer la méthode PDCA comme principe directeur transversal, formaliser la cartographie des processus et la gestion documentaire.
  • Définir, structurer et documenter les Mesures d'Amélioration Continue (MAC) selon l'art. 58a LAMal, tout en répondant aux exigences de la convention H\+ et aux enquêtes ANQ.
  • Consolider le système de déclaration et d'analyse des événements indésirables (CIRS).
  • Déployer le tableau de bord qualité et organiser le programme d'audits internes.

Votre Profil

  • Formation : Titre supérieur (santé, sciences, gestion ou équivalent), idéalement complété par une spécialisation en management de la qualité, audit ou gestion des risques.
  • Expérience : Pratique confirmée dans la gestion de la qualité et des processus au sein du système de santé suisse (hôpital, clinique, EMS).
  • Connaissances réglementaires : Solide maîtrise du cadre légal suisse (LAMal art. 58a, ANQ, CIRS, exigences de la convention H\+).
  • Compétences \& Posture : Rigueur méthodologique, esprit d'analyse et de synthèse, autonomie, aisance relationnelle pour le travail transversal et posture fédératrice axée sur l'accompagnement au changement.
  • Langues : Excellente maîtrise du français ou de l'allemand, avec une bonne connaissance de l'autre langue ; l'anglais constitue un atout.
