а) осуществляет выявление детей, которые вследствие смерти родителей, лишения родителей родительских прав, болезни родителей или по другим причинам остались без попечения родителей, и несовершеннолетних, находящихся в социально опасном положении; б) ведет учет детей, оставшихся без попечения родителей, и обеспечивает устройство детей на воспитание в семью (усыновление), под опеку (попечительство) или в приемную семью, семейный детский дом, семейную воспитательную группу; в) обеспечивает устройство на временное содержание детей, оставшихся без попечения родителей, в специализированные учреждения для несовершеннолетних, нуждающихся в социальной реабилитации, органов социальной защиты населения ( СРЦ, социальные приюты, центры помощи детям, оставшимся без попечения родителей); г) своевременно предоставляет региональному оператору сведения о каждом ребенке, оставшемся без попечения родителей и не устроенном на воспитание в семью по месту его фактического нахождения, в срок, установленный ст.122 Семейного Кодекса Российской Федерации; д) рассматривает обращения граждан по вопросам усыновления, устанавливает юридическую обоснованность и педагогическую целесообразность усыновления (удочерения); е) осуществляет подбор лиц, способных к выполнению обязанностей усыновителя, ведет первичный учет в кандидаты в усыновители, готовит документы, необходимые для усыновления (удочерения); ж) участвует в работе суда по вопросам усыновления (удочерения) или отклонения его;

а) высокая работоспособность, в том числе в условиях ограниченного времени исполнения и изменения содержания поставленных задач; б) высокий уровень коммуникативных способностей; умение вести деловые переговоры, коллегиально решать задачи, объективно учитывать точку зрения других специалистов; в) умение предвидеть и работать на опережение; г) ответственность по отношению к людям; д) лидерские качества.
