Implementatiespecialist Participatiewet in Balans

Als Implementatiespecialist Participatiewet in Balans vertaal je wijzigingen binnen de Participatiewet in Balans (PWiB) naar concrete en uitvoerbare werkprocessen voor Werk en Inkomen. Je onderzoekt wat de afgesproken wetswijzigingen betekenen voor de dagelijkse uitvoering en zorgt ervoor dat deze worden verwerkt in processen, werkinstructies en Suite voor het Sociaal Domein.

Je krijgt een duidelijk afgebakende implementatieopdracht en bent verantwoordelijk voor het volledige traject: van analyse en procesinrichting tot implementatie en overdracht. De precieze onderdelen van PWiB worden bij de start van de opdracht vastgesteld. Reguliere kwaliteitswerkzaamheden binnen het team maken geen onderdeel uit van deze functie.

Wat je gaat doen:

  • Je analyseert de afgesproken wijzigingen binnen de Participatiewet in Balans en bepaalt wat deze betekenen voor de uitvoering van Werk en Inkomen;
  • Je vertaalt wijzigingen in wet- en regelgeving naar concrete en uitvoerbare werkprocessen;
  • Je beschrijft welke stappen medewerkers binnen de nieuwe of gewijzigde processen moeten doorlopen;
  • Je onderzoekt welke aanpassingen binnen Suite voor het Sociaal Domein nodig zijn;
  • Je werkt processen in Suite uit of past deze aan binnen de afgesproken scope;
  • Je stelt duidelijke procesbeschrijvingen en waar nodig procesplaten op;
  • Je ontwikkelt praktische werkinstructies waarmee medewerkers stap voor stap volgens de gewijzigde werkwijze kunnen werken;
  • Je zorgt voor de implementatie van de afgesproken processen en werkinstructies;
  • Je bewaakt zelfstandig de voortgang en kwaliteit van de afgesproken resultaten;
  • Je stemt waar nodig inhoudelijk af met de opdrachtgever, kwaliteitsmedewerkers en betrokken medewerkers;
  • Je zorgt voor een zorgvuldige overdracht van de opgeleverde documenten, procesinrichting en gemaakte keuzes.

Wat jij meebrengt:

  • Je hebt aantoonbare werkervaring als kwaliteitsmedewerker, procesadviseur of vergelijkbare specialist binnen gemeentelijk Werk en Inkomen;
  • Je hebt aantoonbare ervaring met het zelfstandig vertalen van wijzigingen in wet- en regelgeving naar nieuwe of aangepaste werkprocessen binnen een gemeentelijke uitvoeringsorganisatie;
  • Je kunt vanuit eerdere opdrachten aantonen dat je procesbeschrijvingen, werkinstructies en/of implementatieresultaten hebt opgeleverd;
  • Je beschikt over goede kennis van de Participatiewet en kunt wijzigingen vertalen naar de gevolgen voor de uitvoering van bijstandsverlening;
  • Je hebt aantoonbare praktijkervaring met Suite voor het Sociaal Domein en weet hoe werkprocessen daarin worden onderzocht, aangepast of ingericht;
  • Je kunt zelfstandig een implementatieopgave uitwerken en bepalen welke resultaten binnen de afgesproken scope nodig zijn;
  • Je bent in staat om de voortgang en oplevering van de implementatie zelfstandig te bewaken;
  • Je werkt gestructureerd en weet complexe wijzigingen om te zetten in duidelijke en praktisch toepasbare processen en instructies;
  • Je kunt inhoudelijk goed afstemmen met verschillende betrokken professionals zonder daarbij de verantwoordelijkheid voor je eigen opdracht uit het oog te verliezen.

De opdracht loopt, afhankelijk van de startdatum en de omvang van de afgesproken implementatieopgave, tot en met 31 maart 2027 of 30 juni 2027.

De opdracht richt zich uitsluitend op de implementatie van de afgesproken onderdelen van Participatiewet in Balans. Reguliere kwaliteitscontroles, het fungeren als algemene vraagbaak, bezwaarzaken en andere reguliere werkzaamheden binnen het team vallen buiten de opdracht.
