Strategisch Beleidsadviseur Sociaal Domein – Sociale Basis

Als Strategisch Beleidsadviseur Sociaal Domein werk je aan de verdere ontwikkeling van de sociale basis. Je ontwikkelt visie en beleid op basis van landelijke, regionale en lokale ontwikkelingen en vertaalt deze naar concrete beleidskeuzes en voorstellen. Daarbij verbind je strategische beleidsontwikkeling met de dagelijkse praktijk en met wat inwoners en maatschappelijke organisaties nodig hebben.

Je beweegt gemakkelijk tussen beleid, uitvoering en bestuur en bent een stevige gesprekspartner voor directie en management en strategisch sparringpartner voor het college. In deze opdracht ligt de eerste periode de nadruk op de sociale basis en het subsidieproces. Vervolgens verschuift de focus naar de bredere transformatie van het sociaal domein en integraal beleid.

Wat je gaat doen:

  • Ontwikkelen en actualiseren van beleid rondom de sociale basis;
  • Vertalen van landelijke, regionale en lokale ontwikkelingen naar concrete beleidskeuzes en beleidsvoorstellen;
  • Verbinden van strategische beleidsontwikkeling met uitvoering en maatschappelijke opgaven;
  • Coördineren van het subsidieproces rondom de sociale basis;
  • Zorgdragen voor samenhang, voortgang en kwaliteit binnen het subsidieproces;
  • Actief deelnemen aan het Programma Transformatie Sociaal Domein;
  • Vervullen van het accounthouderschap voor verschillende grote maatschappelijke organisaties;
  • Adviseren van directie, management en bestuur over strategische en inhoudelijke vraagstukken;
  • Zelfstandig ontwikkelen van beleids- en projectvoorstellen;
  • Zorgen dat beleid wordt vertaald naar uitvoering en dat projecten daadwerkelijk van de grond komen;
  • Opbouwen en onderhouden van een sterk netwerk van maatschappelijke en regionale partners;
  • Verbinden van verschillende belangen en creëren van draagvlak bij betrokken partijen;
  • Vormgeven aan de gemeentelijke regierol richting maatschappelijke partners;
  • Actief bijdragen aan de planning- en-controlcyclus;
  • Signaleren van nieuwe ontwikkelingen en deze vertalen naar kansen voor het sociaal domein.

Wat jij meebrengt:

  • Een afgeronde relevante opleiding op minimaal hbo-niveau (harde eis);
  • Aantoonbare ervaring binnen het sociaal domein;
  • Recente ervaring met beleidsadvisering op thema’s rondom de sociale basis en het sociaal domein binnen een gemeente of andere overheidsorganisatie is een pré;
  • Ervaring met het zelfstandig ontwikkelen en schrijven van beleidsvoorstellen en andere beleidsproducten;
  • Ervaring met strategische advisering binnen een gemeentelijke of bestuurlijke omgeving;
  • Actuele kennis van relevante wet- en regelgeving binnen het sociaal domein is een pré;
  • Ervaring met subsidietrajecten en subsidieprocessen is een pré;
  • Ervaring met het adviseren van management, directie en bestuur;
  • Ervaring met het verbinden van beleid, uitvoering en maatschappelijke partners;
  • Je bent ontwikkel- en resultaatgericht en weet kansen om te zetten in concrete resultaten;
  • Je kunt strategisch denken én praktisch handelen en houdt daarbij oog voor de uitvoering;
  • Je bent bestuurlijk en maatschappelijk sensitief;
  • Je bent projectmatig sterk en weet structuur en samenhang aan te brengen;
  • Je bent verbindend en beschikt over uitstekende communicatieve vaardigheden;
  • Je bent positief-kritisch, constructief en durft waar nodig tegengas te geven;
  • Je kunt snel zelfstandig werken en concrete resultaten opleveren.

Let op: Aantoonbare werkervaring als beleidsmedewerker of beleidsadviseur bij een gemeente én ervaring met het opstellen en schrijven van beleidsplannen is een harde eis. Voldoe je niet aan deze eis, dan heeft solliciteren helaas geen zin.
