The posting

1. 独立负责软件品类采购工作，覆盖系统级软件、基础软件、开发工具、测试工具、软件许可、软件运维、SaaS及相关技术服务。 2. 负责大模型API/Token采购，跟踪MaaS层软件产品、计费模式、供应商生态及市场变化，制定并落地采购策略。 3. 负责供应商市场寻源、供应商准入、RFI/RFP/RFQ、项目招标、比价议价及商务谈判。 4. 负责合同签约、续费管理、License优化、成本控制及采购风险把控。 5. 建立并完善供应商绩效管理体系，定期开展供应商评估、分级、复盘与优化。 6. 制定软件品类采购策略与年度采购计划，推动降本增效与采购流程优化。 7. 对接IT、研发、业务、法务、财务、安全等内部团队，明确需求、预算、技术规格与交付要求。 8. 在间接采购一级部门决策机制下推进采购项目，与履行团队做好衔接，不负责下单及交付履行。 9. 负责采购数据分析、成本分析、节约报告及合规管理，确保采购活动符合公司制度与外部法规要求。

任职要求 1. 本科及以上学历，供应链管理、信息管理、计算机等相关专业优先。 2. 3年左右IT品类采购经验，具备甲方采购工作经验。 3. 参与过系统级软件、基础软件采购项目，了解MaaS层软件产品。 4. 熟悉软件行业常见商业模式，如永久License、订阅制、SaaS、API/Token计费等。 5. 熟悉采购全流程，包括需求管理、寻源、招标、谈判、合同、供应商管理及绩效评估。 6. 具备较强的商务谈判能力、跨部门沟通能力和项目管理能力。 7. 具备良好的数据分析能力，熟练使用Excel、PPT等办公工具。 8. 诚信正直，合规意识强，具备较强的抗压能力和结果导向意识。 加分项 1. 有大模型API/Token、MaaS、数据服务采购经验。 2. 有大型互联网、科技公司或新能源企业IT采购经验。 3. 持有CPSM、CIPS、采购与供应链相关证书。 4. 具备法务、合规、数据安全或出口管制相关经验。 5. 有技术背景，了解Python、SQL或软件研发流程者优先。
