工作职责 （一）全球税务体系搭建与梳理 1、基于公司业务特性，制定全球税务战略规划，梳理并搭建覆盖多国家 / 地区的税务合规体系、风险管控体系及筹划体系，支撑公司全球化业务布局。 2、跟踪全球主要经济体（欧盟、美国、东南亚、拉美、中东等）税务政策（增值税 / VAT、企业所得税、跨境服务税等）的更新与变动，分析政策对公司业务的影响。 3、结合公司业务扩张计划，评估新市场税务准入门槛、合规成本及筹划空间，为管理层提供海外市场拓展的税务决策支持。 （二）税务合规与申报管理 1、统筹公司及海外主体全税种日常申报工作，包括增值税、企业所得税、代扣代缴税款、转让定价备案等，建立申报复核机制，确保所有申报事项按时、准确完成。 2、对接各国 / 地区税务代理 / 顾问，监督其工作质量，确保海外税务申报、备案等合规事项落地执行。 3、牵头处理税务机关的问询、稽查、审计等事宜，建立与国内外税务机关的常态化沟通机制，维护良好的税务公共关系。 4、建立全球税务档案标准化管理体系，规范税务证照、申报资料、合同凭证、政策文件等档案的留存、更新与调阅流程。 （三）税务报告与内控管理 1、建立税务分析与报告体系，定期向管理层汇报全球税务状况、税负分析、政策变动影响、筹划成果及风险预警等，为公司经营决策提供数据支持。 2、制定税务风险内控制度，定期组织公司税务自查与风险评估，识别潜在税务风险点，制定整改方案并跟踪落实，防范重大税务风险。定期向管理层汇报全球税务状况、税务政策变动影响、税务筹划进展等，为公司决策提供税务专业建议。

任职资格 （一）学历与专业 1、本科及以上学历，税务、会计学、财务管理、国际税收等相关专业，持有注册税务师（CTA）、注册会计师（CPA）、ACCA、CMA 等高级财税证书优先。 （二）工作经验 1、8 年及以上税务相关工作经验，其中至少 5 年跨境 / 全球税务管理经验，3 年以上团队管理经验；有跨境电商行业税务管理经验者优先。 2、熟悉中国税法及至少 3 个以上海外主流市场（欧盟、美国、东南亚、拉美等）的税务法规，具备独立搭建跨境税务体系、处理复杂跨境税务问题的实操经验。 3、有主导税务筹划、应对税务稽查 / 审计、管理海外税务代理的成功案例优先。 （三）专业能力 1、精通国际税收协定、转让定价、数字服务税、跨境服务增值税等专业知识，具备极强的税务政策解读、分析及落地能力。 2、具备优秀的税务数据分析能力，能通过数据挖掘识别税务优化空间、预警税务风险。 （四）综合能力 1、英语可作为工作语言（听说读写流利），能独立阅读海外税务法规、与海外税务代理 / 机构及税务机关无障碍沟通。 2、具备卓越沟通协调能力及跨部门推动能力，能带领团队完成复杂税务项目。 3、工作严谨细致，风险意识强，具备解决疑难税务问题的能力，能承受高强度工作压力。
