About You

As an integral part of our Client Services team and Project Management Office, you serve as the strategic anchor for a multi-year, multi-million-dollar contract with a long-standing government partner. In this role, you hold holistic accountability for the end-to-end vision, strategy, and technical delivery of a complex web application development initiative. You bring exceptional, high-touch relationship management and a collaborative leadership style that builds trust across technical teams and agency stakeholders alike. Naturally strategic and solutions-forward, you leverage a strong technical foundation to navigate complex requirements, remove roadblocks, and guide critical initiatives from concept to execution.

About Us

Mighty Citizen is the improvement agency. We advance mission-driven organizations through strategic thinking, engaging creative, and digital transformation. We help associations, universities, nonprofits and government agencies increase their impact and improve the world ‌by creating deeper connections with their audiences.

The Impact You’ll Make

  • You will lead and mentor a dedicated project management team, comprised of a Project Manager and a Project Coordinator, while guiding a multi-disciplinary delivery team of developers, UX designers, visual designers, and digital marketers.
  • Collaborate with the Project Manager to manage the strategic direction of the project, tracking progress against our roadmap.
  • Work directly with client stakeholders at a large government agency to align on future or new requirements and recommend how to implement them in the roadmap.
  • Define, own, and maintain the multi-year product roadmap, translating complex and evolving client goals into executable release cycles and technical milestones.
  • Inspire and lead a cross-functional team with a proactive, solutions-forward attitude.
  • Partner with the Project Manager to monitor workload, budget, risk mitigation, and timeline adherence across technical and non-technical contract tasks.
  • Collaborate with the Project Manager to lead Agile ceremonies—driving sprint planning, backlog grooming, user story creation, acceptance criteria definition, and sprint reviews.
  • Ensure seamless alignment across all contract tasks and activities, integrating custom application development with user research findings, marketing analytics dashboards, and documentation deliverables.
  • Author and execute a comprehensive Knowledge Transfer Plan to ensure system sustainability, client enablement, and smooth long-term transition protocols.
  • Support the project team in resource planning and resource management conversations.
  • Serve as the primary strategic product partner for key government stakeholders, preserving and growing a trusted long-term agency relationship through active listening and high responsiveness.
  • Refine and lead clear reporting frameworks, regular status updates, and milestone presentations for client executives and agency leadership.
  • Pragmatically navigate evolving government requirements and policy changes, balancing client expectations and scope adjustments with contract commitments and resource health.

  • Project Management Professional (PMP) or PMI Agile Certified Practitioner (PMI-ACP) certification is strongly preferred.
  • Certified Scrum Product Owner (CSPO) or Certified Scrum Master (CSM) accreditation is ideal, but not required.
  • A bachelor’s degree or equivalent work experience.
  • Proven experience leading complex, multi-year government or public sector digital projects.
  • Solid technical foundation with strong comprehension of custom application architecture, web development technologies, APIs, and modern deployment pipelines.
  • Experience overseeing projects that bridge custom software development with user research, digital marketing analytics, and formal technical writing.
  • Deep knowledge of Scrum/Agile practices, tools (Jira, Confluence, etc.), and product management frameworks.
  • Experience managing or directing project management staff (e.g., PMs, Project Coordinators) and leading multi-disciplinary implementation teams.

  • Excellent written, verbal, and presentation skills with a proven ability to build strong relationships across internal teams and external clients.
  • Proven track record of managing competing priorities, meeting tight deadlines, and working accurately with minimal supervision.
  • Collaborative, positive leader who works seamlessly across cross-functional teams.
  • Naturally curious problem-solver eager to take ownership, propose workflow improvements, and jump in to support the team.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
