Summary Join a leading Cambodian financial institution as Associate Director, Mobile Engineering. You'll set vision for mobile and digital development, guiding architecture, technology adoption, and engineering execution. This senior leadership position owns the delivery, scalability, and security of digital banking apps while developing high-performing technical teams.

Key Responsibilities

  • Shape and oversee digital and mobile strategy, aligning tech initiatives with business targets.
  • Lead architecture for all mobile/digital channels, emphasizing scalable and resilient design.
  • Assess and adopt new mobile and digital technologies and tools.
  • Establish, implement, and maintain development standards and architectural governance.
  • Ensure SDLC consistency and component reusability across platforms.
  • Advance use of AI/automation in coding, testing, and code review; advocate for AI/ML to boost productivity and delivery speed.
  • Define approved technology stacks, frameworks, and reusable patterns.
  • Continuously review tech stack for alignment with best practices and regulatory needs.
  • Embed Security by Design; partner with InfoSec and Cyber Security teams to meet all compliance and data protection standards.
  • Enforce high performance standards (app speed, availability, reliability), including disaster recovery plans.
  • Lead and mentor engineers, ensuring a culture of innovation, performance, and delivery.
  • Collaborate with Product, UX/UI, QA, DevOps, and security teams for seamless app delivery.
  • Monitor engineering KPIs (release cycle, defect rates, app ratings, etc.).
  • Oversee compliance with risk, audit, and regulatory requirements for mobile banking platforms.

Requirements

  • 10+ years in software/mobile engineering with 5+ years leading mobile or digital teams.
  • Proven capability delivering mobile/digital strategy and architecture for large organizations; banking/financial sector experience preferred.
  • Expertise in native mobile (iOS/Swift, Android/Kotlin/Java) and cross-platform development (React Native, Flutter).
  • Strong background with front-end/backend stacks, API design (REST/GraphQL), microservices.
  • Hands-on experience enforcing architectural governance, standards, and best practices.
  • Deep understanding of secure app development (including OWASP Mobile Top 10), regulatory compliance, and Security by Design.
  • Track record in building high-performance apps with scalability and availability.
  • Skilled in applying AI/automation tools to software engineering workflows.
  • Proficient with CI/CD, DevOps, Agile/Scrum methodologies.
  • Experience with cloud (AWS, Azure, GCP) and containerization (Docker, Kubernetes).
  • Knowledge of banking regulations affecting mobile apps (PCI-DSS, data privacy, etc.).
  • Demonstrated success leading and scaling engineering teams.
  • Strong communication and stakeholder management skills.
  • Bachelor’s degree in Computer Science, Engineering, or similar; master’s or certifications (e.g., TOGAF, mobile security) are a plus.
