📍 Lugar de trabajo: Lima 💼 Posición: Jefe de Proyecto – Regulación Tarifaria Eléctrica ⚡ Sector: Eléctrico / Energía / Regulación

Nos encontramos en la búsqueda de un JEFE DE PROYECTO – REGULACIÓN TARIFARIA ELÉCTRICA, quien será responsable de liderar y coordinar el análisis técnico, regulatorio y documental relacionado con procesos de fijación tarifaria eléctrica ante OSINERGMIN.

La posición forma parte de un servicio especializado orientado al análisis de los Costos de Conexión a la Red de Distribución Eléctrica para el período 2027–2031, incluyendo la revisión de criterios, metodologías y aplicaciones regulatorias de OSINERGMIN.

🎓 FORMACIÓN ACADÉMICA

  • Abogado, Economista o Ingeniero: Industrial. Electricista. Electromecánico. Energía.
  • Especialización en Regulación Tarifaria Eléctrica.
  • Deseable formación complementaria relacionada con regulación económica, tarifas eléctricas, distribución eléctrica o procesos regulatorios.

📌 EXPERIENCIA PROFESIONAL

  • Experiencia mínima de 12 años en procesos regulatorios ante OSINERGMIN.
  • Experiencia comprobable en análisis y seguimiento de procesos de regulación tarifaria eléctrica.
  • Experiencia en revisión y análisis de normativa, informes técnicos, propuestas tarifarias, observaciones y resoluciones de OSINERGMIN.
  • Experiencia en elaboración de informes técnicos, regulatorios y/o documentales.
  • Experiencia en análisis comparativo de criterios y metodologías aplicadas en procesos tarifarios.
  • Deseable experiencia en procesos relacionados con VAD, Costos de Conexión u otros procesos tarifarios de distribución eléctrica.

  • Identificación y análisis de observaciones regulatorias.
  • Elaboración de matrices de trazabilidad y análisis comparativo.
  • Evaluación de criterios metodológicos, normativos y de aplicación práctica.
  • Elaboración de argumentos y sustentos técnicos/regulatorios.

🛠️ PRINCIPALES FUNCIONES

  • Liderar y coordinar el componente de regulación tarifaria eléctrica del proyecto.
  • Analizar los criterios, metodologías y modelos utilizados por OSINERGMIN para la fijación de Costos de Conexión.
  • Revisar y sistematizar normativa, informes técnicos, propuestas tarifarias, informes de observaciones, absoluciones y resoluciones correspondientes a procesos tarifarios anteriores.
  • Analizar comparativamente los procesos regulatorios y determinar diferencias o inconsistencias entre los criterios conceptuales declarados y su aplicación efectiva.
  • Identificar inconsistencias de naturaleza metodológica, normativa o de aplicación práctica y evaluar su posible impacto económico.
  • Elaborar matrices de trazabilidad que relacionen criterios, sustento normativo, aplicación regulatoria y efectos tarifarios.
  • Formular conclusiones y recomendaciones para fortalecer la propuesta tarifaria.
  • Elaborar argumentos técnicos y regulatorios para la presentación y sustentación ante OSINERGMIN.
  • Coordinar con especialistas, analistas y demás integrantes del equipo del proyecto.
  • Elaborar informes ejecutivos y técnicos con el sustento correspondiente.
  • Participar en reuniones de coordinación y seguimiento con el cliente.
  • Atender y elaborar respuestas frente a observaciones formuladas por OSINERGMIN, incluyendo su eventual sustentación ante el regulador.

🎯 PERFIL QUE BUSCAMOS

Buscamos un profesional con experiencia sólida y demostrable en regulación tarifaria eléctrica, capaz de analizar procesos regulatorios complejos, interpretar normativa y criterios de OSINERGMIN, liderar equipos especializados y desarrollar sustentos técnicos y regulatorios de alto nivel.

Indispensable presentar CV documentado, acreditando:

  • Formación académica.
  • Especialización en regulación tarifaria eléctrica.
  • Experiencia mínima de 12 años en procesos regulatorios ante OSINERGMIN.
