Job Purpose

Lead the organization's data management function by developing governance frameworks, data management methodologies, and analytical capabilities. Ensure high-quality institutional and sector data is collected, managed, secured, and utilized effectively to support strategic planning and informed decision-making.

Key Responsibilities

Strategic & Functional Responsibilities

  • Develop and implement the annual operational plan, KPIs, and departmental budget.
  • Establish and maintain enterprise data governance policies, standards, and procedures.
  • Design and enhance the organization's data architecture to improve analytics and reporting capabilities.
  • Develop enterprise-wide data management and analytics frameworks.
  • Validate data sources and ensure data quality, consistency, and integrity.
  • Oversee data classification, storage, archiving, and lifecycle management.
  • Review analytical reports, dashboards, and technical documentation to ensure accuracy and quality.
  • Introduce emerging technologies and innovative practices into data management operations.
  • Assess database modifications to ensure alignment with business requirements.
  • Monitor database performance and recommend improvements to infrastructure, software, and storage.
  • Ensure compliance with data security and cybersecurity policies.
  • Lead institutional and sector data collection, analysis, and reporting activities.
  • Coordinate with IT and digital transformation teams to implement integrated data management initiatives.
  • Assess organizational data maturity and develop continuous improvement plans.
  • Oversee the development of centralized databases supporting strategic reporting and decision-making.
  • Collaborate with government entities to adopt approved data analytics tools and standards.
  • Prepare periodic performance reports and recommend improvement initiatives.
  • Support innovation and organizational excellence initiatives.
  • Ensure compliance with information security, confidentiality, occupational health & safety, and environmental management policies.
  • Perform other duties assigned by management.

Operational Responsibilities

  • Prepare periodic reports for management highlighting performance and improvement opportunities.
  • Identify operational gaps, assess risks, and recommend corrective actions to ensure business continuity and operational excellence.

Financial Responsibilities

  • Contribute to budget preparation.
  • Monitor departmental expenditure and recommend corrective actions where necessary.

People Management

  • Support workforce planning, recruitment, succession planning, training, and employee development.
  • Set departmental objectives and conduct performance reviews.
  • Coach and mentor employees while identifying competency development needs.

Qualifications

  • Bachelor's Degree in:

  • Statistics
  • Management Information Systems
  • Computer Engineering
  • Data Analytics
  • Or equivalent.
  • Minimum 7 years of relevant experience.
