1. 品类管理与采购策略制定 •负责IT软硬件（服务器、工作站、软件许可、云服务、办公设备等）、人事服务（招聘渠道、猎头、培训、背调、体检等）、营销服务（活动策划、展会搭建、公关服务等）、行政服务（职场装修、办公租赁、物业、差旅、餐饮、礼品、清洁绿化等）等间采品类的供应商资源池搭建与维护； •结合公司业务阶段与预算规划，制定各品类的采购策略、降本路径与供应商分级管理规则； •定期输出品类采购分析报告，识别支出优化机会与供应风险。 2. 寻源到定点的全流程执行 •独立完成需求对接：接收并拆解各职能部门的间采需求，明确规格、预算、交付周期与质量标准； •主导供应商寻源与评估：通过市场调研、招标/比价/议价等方式筛选优质供应商，完成资质审核、现场/线上考察、样品测试（如适用）及综合评分； •推进商务谈判与定点：负责价格、付款条款、交付周期、售后服务、保密协议等核心条款的谈判，完成定点决策与内部审批流程； •输出标准化采购文档：RFQ、比价表、评估报告、定点会议纪要等。 3. 合同管理与合规执行 •主导间采合同的谈判、审批与签署，确保合同条款覆盖交付标准、付款条件、违约责任、知识产权、数据安全及退出机制； •建立合同台账与履约跟踪机制，监控供应商交付进度、服务质量与付款节点，处理合同变更、索赔与续签事宜； •确保采购全流程符合公司内控要求与合规政策，规避商业贿赂、利益冲突等风险。 4. 降本增效与数字化推进 •持续优化间采成本结构，通过集中采购、框架协议、年度谈判、替代方案评估等手段实现年度降本目标； •推动间采流程的数字化与标准化，配合SRM/ERP等系统的上线与优化，实现需求提交、审批、订单下达、验收对账的线上化； •建立间采支出数据库，定期分析各品类价格趋势与供应商绩效，支撑管理决策。 5. 跨部门协同与供应商关系管理 •作为间采窗口，与IT、HR、市场、行政、财务等职能部门建立高效协作机制，及时响应采购需求并管理期望； •维护供应商关系，定期组织绩效评估与业务回顾，优胜劣汰，确保资源池的竞争力与多样性； •处理采购争议与供应商投诉，协调内外部资源解决交付质量、延期、售后等问题。

1. 教育背景与经验 •本科及以上学历，供应链管理、工商管理、工程类或相关专业优先； •5年以上间采（Indirect Procurement）或相关采购领域工作经验，具备IT软硬件、人事服务、营销服务、行政服务中至少3个品类的实操经验； •有科技型企业、智能制造、机器人、汽车电子或高成长创业公司背景者优先； •有独立负责年度采购金额3000万以上或管理50+供应商的经验者优先。 2. 专业能力 •精通间采寻源、比价、谈判、合同管理与供应商管理的全流程，熟悉招投标法、合同法等相关法律法规； •具备较强的市场洞察与数据分析能力，能够快速理解陌生品类并制定采购策略； •熟练使用Office办公软件（Excel数据透视、PPT汇报）及采购管理工具（ERP/SRM/OA系统）。 3. 素质要求 •结果导向：以降本、交付、合规为硬指标，能扛目标、能交结果； •谈判能力：具备强商务谈判技巧，能在价格、账期、服务条款中争取最优条件； •抗压能力：适应创业公司节奏，能同时推进多线程任务，在有限资源下快速闭环； •沟通协同：善于跨部门沟通，能平衡业务部门需求与采购管控要求，建立信任； •合规意识：严守职业道德底线，对采购合规、廉洁自律有清晰认知与强执行力。
