Uppdragsbeskrivning:

Polismyndigheten befinner sig i ett omfattande arbete med att modernisera och vidareutveckla sina ledningscentraler. Arbetet bedrivs på kort, medellång och lång sikt och omfattar flera parallella utvecklings- och förändringsinitiativ.

Till detta tekniskt komplexa område söker vi en projektledare som kan driva utvecklings- och förändringsarbete både i projektform och inom linjeorganisationen. Rollen innebär ett stort eget ansvar för att strukturera, driva och koordinera arbetet från behovsidentifiering och kravställning till genomförande.

Arbetsuppgifter:

Som projektledare kommer du bland annat att:

• Leda och driva utvecklings- och förändringsinitiativ kopplade till moderniseringen av ledningscentralerna.

• Planera, strukturera och följa upp aktiviteter, leveranser, beroenden och beslut.

• Samla in, analysera, strukturera och sammanställa verksamhetens behov och krav.

• Genomföra och leda workshopar med verksamhetsföreträdare för att identifiera behov, krav och prioriteringar.

• Översätta verksamhetens behov till tydliga och hanterbara krav och underlag för vidare utveckling.

• Koordinera samarbetet mellan verksamheten och olika teknikgrupper.

• Leda möten och diskussioner i tekniskt komplexa frågeställningar och säkerställa att beslut och aktiviteter förs vidare i arbetet.

• Hantera beroenden och gränssnitt mellan olika teknikområden, projekt och intressenter.

• Säkerställa framdrift genom att identifiera hinder, initiera åtgärder och följa upp överenskomna aktiviteter.

• Kommunicera status, risker, behov av beslut och andra relevanta frågor till berörda intressenter och beslutsfattare.

Kvalificeringskrav (Skallkrav):

• Konsulten ska ha minst ha tio (10) års erfarenhet av arbete som projekt- eller uppdragsledare. Uppdraget/-en ska ha utförts på it-avdelning/-ar inom offentlig sektor. Erfarenheten ska ha införskaffats under de senaste tolv (12) åren.

• Konsulten ska ha minst tio (10) års erfarenhet av arbete som kravanalytiker i utvecklingsprojekt. Erfarenheten ska ha införskaffats under de senaste tolv (12) åren.

• Konsulten ska ha minst fem (5) års erfarenhet av verksamhetsutveckling inom statliga myndigheter med lösningar från externa leverantörer. Erfarenheten ska ha införskaffats under de senaste tio (10) åren.

• Konsulten ska ha god förmåga att uttrycka sig i tal och skrift på svenska och engelska.

• Konsulten ska ha minst fem (5) års erfarenhet av att ha arbetat med tekniska ledningssystem. Erfarenheten ska ha införskaffats under de senaste tio (10) åren.

• Konsulten ska ha minst sju (7) års erfarenhet av att koordinera teknikgrupper i tekniska projekt. Erfarenheten ska ha införskaffats under de senaste tolv (12) åren.

• Konsulten ska ha minst sex (6) års erfarenhet av att arbete i projekt rörande tetra/Rakel radiosystem. Erfarenheten ska ha införskaffats under de senaste tio (10) åren.

• Konsulten ska ha dokumenterad erfarenhet av att samla in, analysera, strukturera och sammanställa verksamhetsbehov och krav, exempelvis genom workshopar, intervjuer eller motsvarande metoder.

• Konsulten ska ha dokumenterad erfarenhet av att leda workshopar och möten med både verksamhetsrepresentanter och tekniska specialister.

• Konsulten ska ha dokumenterad erfarenhet av att koordinera arbete mellan verksamhet och flera olika teknikområden eller tekniska team.

• Konsulten ska ha mycket god förmåga att uttrycka sig på svenska i tal och skrift.

Meriterande kompetens (Börkrav):

• Konsulten bör ha erfarenhet av att ha arbetat inom säkerhetsklassad verksamhet

• Konsulten bör ha erfarenhet av arbete inom rättsväsendet

• Konsulten bör ha erfarenhet av arbete inom den offentliga sektorn

• Konsulten bör ha erfarenhet av utveckling av fordonsmonterade it- och radiosystem

• Konsult bör ha erfarenhet av kravställning inom statligmyndighet gällande upphandlingen enligt LOU och/eller LUFS

Erfarenhet

•Kunskap – hög generalistkompetens eller mycket hög kompetens inom aktuellt området

•Erfarenhet – 9-12 års erfarenhet inom området. Har deltagit i stora och komplexa uppdrag och utfört dessa med mycket hög kvalitet. Är förebild för andra konsulter på lägre nivå.

•Ledning – Tar huvudansvar för ett område och kan leda en större grupp
