Die GovTech Factory verbindet Verwaltung, Startups und Technologiepartner, um konkrete Probleme des öffentlichen Sektors mit unternehmerischer Geschwindigkeit zu lösen. Als Lead GovTech übernimmst du die operative Gesamtverantwortung für den Aufbau und Betrieb dieser Factory bei der Digital Product School, Teil des UnternehmerTUM-Ökosystems. Du gestaltest hier von Anfang an mit und übernimmst die volle inhaltliche und strategische Steuerung von Partnerschaften, Roadmap und Ergebnissen.

Diese Stelle ist projektbedingt vorerst auf 2 Jahre befristet.

Deine Aufgaben

Strategisch (ca. 50%)

  • Aufbau und Pflege von Partnerschaften mit Ministerien, Landesbehörden, Kommunen und EU-Institutionen für die GovTech Factory
  • Gewinnung strategischer Technologie- und Datenpartner und Entwicklung einer belastbaren Pipeline realer Problemstellungen aus der Verwaltung
  • Positionierung der Factory nach außen – auf Bühnen, im Gespräch mit Entscheidungsträger:innen und in Case Studies, in enger Abstimmung mit Marketing & Communications

Operativ (ca. 50%)

  • Operative Gesamtverantwortung für Roadmap, Steuerungskreise, Ressourcenkoordination mit dem Partner und KPI-Reporting der Factory
  • Übersetzung konkreter Verwaltungsbedarfe in klar umrissene GovTech-Challenges
  • Moderation von Workshops, in denen Verwaltung, Startups und Technologiepartner gemeinsam Lösungen entwickeln
  • Scouting, Onboarding und Begleitung von Startups in Company Building, Incubator und Accelerator

Dein Profil

  • Mehrjährige Erfahrung an der Schnittstelle von öffentlichem Sektor und Technologie – etwa in Verwaltung, Politikberatung, GovTech oder Public-Sector-Beratung
  • Erfahrung im Aufbau von Partnerschaften mit Ministerien, Behörden oder Kommunen sowie praktisches Verständnis von öffentlicher Vergabe, Datenschutz und Compliance
  • Erfahrung in der Steuerung komplexer Programme mit vielen Beteiligten, inklusive Budgetverantwortung und messbaren Zielen
  • Sicherheit im Umgang mit unterschiedlichsten Ebenen – vom fünfköpfigen Gründungsteam bis zur Leitung eines Ministeriums
  • Verhandlungssichere Deutsch- und Englischkenntnisse
  • Bereitschaft zu Reisen innerhalb Deutschlands und Europas
  • Praktische Erfahrung mit Venture Building, Inkubation oder Acceleration ist von Vorteil
  • Ein Bestehendes Netzwerk in der deutschen oder europäischen GovTech- und Digitalpolitik-Szene runden dein Profil ab
