The posting

Business Analyst – System Modernisation & Migration

Location: Singapore

Contract Duration: 12 months

Project: Government Financial-Sector System Modernisation

Role: Client-side Business Analyst

Role Overview

We are seeking a hands-on Business Analyst to support a government agency in the financial sector in replacing an existing Java-based legacy system with a new bespoke application.

Working on the client side, you will collaborate with business users, Product Owners, the Project Manager, and delivery teams to understand existing processes, define requirements, and support implementation.

The project follows Agile Scrum and uses AI-assisted tools to support development, prototyping, UX/UI design, and requirements documentation. The role requires direct ownership of business analysis deliverables throughout the delivery lifecycle.

Key Responsibilities

Requirements Analysis and Documentation

  • Lead discussions and workshops with business users to understand existing workflows, business rules, pain points, and future needs.
  • Analyse and document as-is and to-be processes, identifying gaps, dependencies, exceptions, and opportunities for improvement.
  • Translate business needs into clear business requirements, functional specifications, user stories, and testable acceptance criteria.
  • Create process flows, user journeys, and low-fidelity mockups to clarify requirements and validate proposed solutions.
  • Work with Product Owners and stakeholders to prioritise requirements, define MVP scope, and obtain agreement and sign-off.

System and Data Migration

  • Assess existing system functionality and identify requirements for the replacement application.
  • Work with business users and technical teams to define and review source-to-target data mappings, transformation rules, and data validation requirements.
  • Define business reconciliation criteria to verify the completeness, accuracy, and consistency of migrated data.
  • Identify data quality issues, business exceptions, and migration dependencies, supporting investigation and resolution.
  • Support migration testing, cutover preparation, and business readiness activities.

Agile Delivery and Collaboration

  • Participate in backlog refinement, sprint planning, reviews, and other Scrum activities.
  • Clarify requirements for developers, UX/UI designers, QA, and the Project Manager throughout implementation.
  • Support story estimation by explaining scope, business rules, dependencies, and acceptance criteria.
  • Maintain requirements traceability and assess the impact of changes on scope, processes, data, and testing.
  • Use AI-assisted tools where appropriate, reviewing outputs for accuracy and alignment with business needs.

Testing and Business Acceptance

  • Work with QA and business users to develop and review test scenarios and test cases, including negative scenarios and data validation checks.
  • Support SIT and UAT, clarify expected behaviour, and help investigate defects.
  • Distinguish defects from new requirements and manage requirement gaps through the agreed change control process.
  • Support user documentation, training, and adoption of the new system.

Required Experience and Skills

  • Demonstrated hands-on Business Analyst experience in software implementation, system modernisation, or migration projects.
  • Experience personally producing requirements documents, functional specifications, process maps, user stories, and acceptance criteria.
  • Strong ability to analyse existing processes and translate complex business rules into implementable requirements.
  • Practical understanding of data mapping, validation, reconciliation, and the BA's role in migration quality assurance.
  • Experience working in Agile Scrum teams and supporting requirements through development, testing, and release.
  • Experience supporting SIT/UAT, defect clarification, and requirements traceability.
  • Strong stakeholder facilitation, analytical, documentation, and communication skills.
  • Ability to work independently on the client side and collaborate effectively with technical and vendor teams.

Preferred Qualifications

  • Experience with Singapore public-sector agencies or regulated financial services organisations.
  • Experience replacing Java-based legacy enterprise applications.
  • Familiarity with Jira, Confluence, process-modelling tools, and prototyping tools such as Figma.
  • Experience using AI-assisted tools for requirements analysis, documentation, or prototyping.
  • Working knowledge of SQL for data investigation and validation.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
