WIL is assembling a California team to respond to the California Energy Commission's Charger Service Skills Accelerator grant solicitation (GFO-26-601). The solicitation funds training that leads to portable, industry-recognized credentials for servicing electric vehicle (EV) charging equipment: installation, commissioning, verification and testing, maintenance, repair, technical support, and decommissioning. Funded projects must provide training, collaborate with worker, employer, and educational provider partners, and offer a clear path from training to quality jobs.
Opportunity type: this is a contingent proposal opportunity in WIL's expert-collaborator network, not a funded vacancy. Applications to the CEC are due October 30, 2026; awards are competitive and none has been made. If an award proceeds, WIL may offer full-time employment or a project-based contract engagement, depending on the award and staffing model. There is no guaranteed work, and any engagement would be scoped by project. Engagements are remote-first, with travel as required for California partner and training sites. WIL is seeking a workforce professional to lead WIL's proposed part of this bid: career pathways, job placement, employer engagement, and outcomes tracking.
What you'll do
- Lead WIL's proposed career pathways and job placement scope, coordinating with the lead applicant and project partners
- Map EV charger service career pathways with employer and training partners, from entry-level roles to advancement and long-term careers
- Design the job placement strategy that moves trainees and graduates into quality jobs with sustainable wages and growth opportunities
- Build employer engagement, including hiring commitments, interview pipelines, and work-based learning, in partnership with worker voice organizations
- Set up outcomes tracking for enrollment, completion, credential attainment, placement, and retention to support CEC progress and final reporting
- Coordinate career services such as mentoring, resume support, interview coaching, and job search assistance with partners
- Align pathways with California Jobs First strategic sectors and regional plans
- Draft the career pathways and job placement sections of the project narrative and scope of work with the lead applicant

Requirements
Required
- Experience designing or running career pathway, job placement, or training-to-employment programs with employer partners
- Track record of placing trainees or graduates into jobs and tracking placement and retention outcomes
- Experience working with unions, apprenticeship programs, or worker organizations alongside employers
- Strong writing for grant narratives and scopes of work
Nice to have
- Knowledge of California's workforce system, such as community colleges, local workforce development boards, High Road Training Partnerships, or Jobs First
- Experience in electrical, construction, clean energy, or EV infrastructure workforce programs
- Experience with state or federal workforce grant reporting
