The posting

Andrew Morgan, LLC is a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone-certified organization. We are seeking a qualified Task Order Project Manager to support a potential contract award with a Federal Client . This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results for this opportunity.

RESPONSIBILITIES:

  • Serve as Andrew Morgan's primary interface with Government leadership and stakeholders for task order management, performance, staffing, and delivery.
  • Lead project initiation and maintain a project management plan, including approach, schedule, milestones, staffing, risks, and delivery governance.
  • Manage multiple concurrent workstreams spanning financial management, resource management, data analytics, training and policy, payment operations, and EHR-related initiatives.
  • Direct and coordinate personnel to ensure assignments are appropriately staffed, scoped, scheduled, and completed on time.
  • Establish and maintain project schedules, action-item trackers, risk/issue logs, staffing plans, RACI matrices, and other project-management artifacts.
  • Prepare and facilitate weekly status meetings and monthly progress reporting, covering accomplishments, risks, staffing, budget, and financial performance.
  • Manage labor-hour performance and financial controls, including budget tracking, forecast-to-complete, burn-rate monitoring, and early identification of variances.
  • Proactively identify delivery, staffing, schedule, and budget risks, and drive mitigation actions before issues escalate.
  • Coordinate with technical, financial, healthcare, data, change-management, and training SMEs to manage cross-functional dependencies and integrated deliverables.
  • Support system deployment activities, including planning, configuration support, data migration, testing, training, and business-intelligence reporting.
  • Ensure project artifacts and deliverables are complete, accurate, and compliant with applicable standards, including Section 508.
  • Maintain situational awareness on sensitive or high-visibility initiatives and communicate clearly with senior leadership.
  • Support contract administration, including onboarding, access requirements, deliverable submission, invoicing, and documentation for Government acceptance.
  • Model Andrew Morgan's expectations for responsiveness, accountability, collaboration, and solution-oriented leadership.

REQUIREMENTS:

  • 10+ years of experience as a project or program manager supporting complex initiatives.
  • PMP certification or a comparable recognized project/program management certification.
  • Master's degree; alternatively, a bachelor's degree combined with at least 15 years of project/program management experience.
  • More than 6 years of experience supporting a large healthcare corporation or Government healthcare organization.
  • Demonstrated familiarity with federal healthcare operations and the organizational complexity of a large healthcare enterprise.
  • Demonstrated success engaging executive and senior leadership and translating leadership priorities into executable plans, staffing, milestones, and deliverables.
  • Experience managing federal projects, including resource planning, hours/burn tracking, budget management, forecasting, invoice reconciliation, and performance reporting.
  • Strong command of project-management fundamentals including integrated scheduling, risk and issue management, dependency management, quality assurance, scope control, and executive status reporting.
  • Strong written and verbal communication skills, including the ability to prepare concise executive briefings, project-management plans, decision materials, and client-ready reports.
  • Advanced proficiency with Microsoft Office tools; strong working knowledge of Microsoft Project, Excel, PowerPoint, Word, Teams, and SharePoint is strongly preferred.
  • Ability to satisfy applicable Government personnel suitability/security requirements and complete required Government privacy and information-security training.

PREFERRED QUALIFICATIONS:

  • Direct experience supporting a large Federal healthcare organization (VA Medical Center, VISN, or similar).
  • Experience supporting iFAMS/CGI Momentum, FMBT, FMS, or another large-scale Federal financial and acquisition system implementation.
  • Experience managing projects involving financial operations, accounting, budget execution, data analytics, policy, training, financial oversight, EHR modernization, or healthcare transformation.
  • Experience supporting system implementations that require coordination across legacy systems, interfaces, data migration/cleansing, testing, organizational change management, and cutover.
  • Working knowledge of federal healthcare financial systems, Managerial Cost Accounting (MCA), Veterans Equitable Resource Allocation (VERA), or related financial processes.
  • Experience developing Section 508-compliant Federal deliverables and working in high-visibility environments with short-turn deadlines and multiple stakeholders.

Salary is commensurate with both location and experience.
