Wij zijn op zoek naar een ervaren Beleidsadviseur Grondzaken en Vastgoed voor een gemeentelijke organisatie in Noord-Nederland. Binnen het team Ruimtelijk Beleid werk je aan actuele vraagstukken binnen het fysieke domein, waarbij grondzaken, vastgoed en gebiedsontwikkeling samenkomen.

In deze opdracht vervul je een strategische en inhoudelijke rol binnen het werkveld van grondzaken en vastgoed. Je adviseert over complexe dossiers, begeleidt grond- en vastgoedtransacties en draagt bij aan de ontwikkeling van toekomstbestendig grondbeleid. Daarbij werk je nauw samen met bestuur, management, projectteams en externe stakeholders om woningbouwontwikkelingen, maatschappelijke voorzieningen en ruimtelijke opgaven mogelijk te maken.

Je brengt structuur en richting in politiek-bestuurlijk gevoelige vraagstukken en weet uiteenlopende belangen te vertalen naar heldere, gedragen adviezen. Daarmee lever je een directe bijdrage aan de ruimtelijke ontwikkeling en leefomgeving van de gemeente.

Taken en verantwoordelijkheden

  • Adviseren over complexe grond- en vastgoedvraagstukken, waaronder aan- en verkooptrajecten en contractuele afspraken.
  • Voeren en begeleiden van onderhandelingen met grondeigenaren, ontwikkelaars en andere marktpartijen.
  • Begeleiden van vastgoed- en grondtransacties tot en met notariële levering.
  • Opstellen en actualiseren van beleidsdocumenten en uitvoeringskaders rondom grondbeleid en vastgoedbeheer.
  • Adviseren bij woningbouw- en gebiedsontwikkelingsprojecten vanuit grondposities en strategische verwervingsvraagstukken.
  • Opstellen van integrale adviezen waarin juridische, financiële, ruimtelijke en bestuurlijke belangen worden afgewogen.
  • Signaleren van kansen, risico’s en verbeterpunten binnen beleid en processen.
  • Voorbereiden van bestuurlijke besluitvorming en informeren van college en raad.
  • Deelnemen aan of leiden van complexe, organisatiebrede projecten.

Wat vragen wij?

Eisen:

  • HBO/WO werk- en denkniveau.
  • Minimaal 3 jaar aantoonbare werkervaring in de afgelopen 5 jaar als adviseur grondzaken binnen een gemeentelijke organisatie.
  • Ervaring met gebiedsontwikkeling en projectmatig werken.
  • Ervaring als strategisch sparringpartner voor bestuur en management.
  • Kennis van grondbeleid, vastgoedtransacties en bestuurlijke besluitvormingsprocessen.
  • Gevoel voor maatschappelijke en politieke ontwikkelingen.

Lengte opdracht: t/m 31 december 2027, met mogelijkheid tot vervolgstap richting vast dienstverband.

Locatie: Gemeente Aa en Hunze

Vorm: Detachering, met mogelijkheid tot deta-vast.
