ธปท. เปิดรับสมัคร ตำแหน่ง ผู้วิเคราะห์/ผู้วิเคราะห์อาวุโส ส่วนนโยบายกำกับผู้ให้บริการชำระเงิน ฝ่ายนโยบายระบบการชำระเงินและเทคโนโลยีทางการเงิน

บทบาทหน้าที่และความรับผิดชอบหลัก

  • ภาพรวม : ศึกษาและรวบรวมข้อมูลด้านนโยบาย กฎหมาย และหลักเกณฑ์ทั้งในและต่างประเทศ เพื่อวิเคราะห์เชิงลึก ประเมินผลกระทบรอบด้าน และจัดทำข้อเสนอเชิงนโยบายสำหรับการกำกับดูแลผู้ประกอบธุรกิจการชำระเงินตาม พ.ร.บ. ระบบการชำระเงินฯ พร้อมทั้งวิเคราะห์รูปแบบธุรกิจ ความเสี่ยง และนวัตกรรมใหม่ ๆ เพื่อสนับสนุนการออกหลักเกณฑ์ที่เหมาะสม 1) ศึกษาและวิเคราะห์นโยบาย กฎหมาย และหลักเกณฑ์ด้านระบบการชำระเงินจากทั้งในและต่างประเทศ รวมถึงมาตรฐานสากลที่เกี่ยวข้อง 2) วิเคราะห์รูปแบบธุรกิจ ความเสี่ยง และนวัตกรรมใหม่ ๆ ที่เกี่ยวข้องกับระบบและบริการการชำระเงิน เพื่อประกอบการปรับปรุงนโยบายและหลักเกณฑ์ให้เหมาะสม 3) จัดทำข้อเสนอเชิงนโยบายสำหรับการกำหนดหรือปรับปรุงหลักเกณฑ์การกำกับดูแลผู้ประกอบธุรกิจการชำระเงิน 4) ประสานงานกับหน่วยงานภายในและภายนอก ธปท. เพื่อสนับสนุนการกำกับดูแลระบบการชำระเงิน รวมถึงตอบข้อหารือหรือให้ข้อมูลเกี่ยวกับหลักเกณฑ์และแนวทางการกำกับดูแลที่เกี่ยวข้อง

ทักษะที่จำเป็นสำหรับตำแหน่งงาน

  • มีความเข้าใจธุรกิจ e-Payment หลักเกณฑ์ที่เกี่ยวข้อง มาตรฐานสากล (PFMI) สามารถเชื่อมโยง วิเคราะห์ข้อมูล และนำเสนอผลการวิเคราะห์ได้ตรงประเด็น (Logical Thinking & Analytical Skill)
  • วางแผนในการดำเนินงานให้เกิดผลในทางปฏิบัติ (Strategy Implementation)
  • มีความสามารถในการเรียนรู้และปรับตัว (Agility & Growth mindset) สนใจเรียนรู้สิ่งใหม่ ๆ ทั้งด้าน Soft Skills และ Digital Skills เช่น AI, Data Analytic เพื่อนำมาปรับใช้ พัฒนางานอย่างต่อเนื่อง
  • สามารถประสานงานกับฝ่ายต่าง ๆ ที่เกี่ยวข้องได้เป็นอย่างดี (Execute & Balance Stakeholder)

คุณสมบัติทั่วไปผู้สมัคร

  • สัญชาติไทย อายุไม่เกิน 35 ปี ณ วันที่สามารถปฏิบัติงานที่ ธปท. ได้
  • หากเป็นเพศชาย ต้องผ่านการรับราชการทหาร หรือพ้นการเกณฑ์ทหารแล้ว หรือมีหลักฐานแสดงว่าไม่ต้องรับราชการทหาร

คุณสมบัติเฉพาะตำแหน่งงาน

  • ระดับปริญญาตรีขึ้นไปสาขาการเงิน การธนาคาร บัญชี บริหารธุรกิจ เศรษฐศาสตร์ กฎหมาย หรือเทคโนโลยีสารสนเทศ
  • ความสามารถภาษาอังกฤษ คะแนน TOEIC 550 ขึ้นไป หรือเทียบเท่า
  • จะได้รับการพิจารณาเป็นพิเศษ กรณีมีความรู้หรือประสบการณ์ที่เป็นประโยชน์กับงานของ ธปท. ดังนี้ 1) มีความรู้และเข้าใจลักษณะธุรกิจ ผลิตภัณฑ์ e-Payment เทคโนโลยีและนวัตกรรมทางการเงิน รวมถึง หลักเกณฑ์การกำกับดูแลระบบและบริการการชำระเงินภายใต้ พ.ร.บ.ระบบการชำระเงินฯ 2) มีประสบการณ์ในงานเกี่ยวกับการออกนโยบายการกำกับดูแลสถาบันการเงิน ผู้ให้บริการทางการเงินที่ไม่ใช่สถาบันการเงิน หรืองานที่เกี่ยวเนื่องกับด้านการเงินหรือกฎหมาย

ระยะเวลาการจ้าง

  • สัญญาจ้างมีระยะเวลา 2 ปี
  • ธปท. อาจจะพิจารณาบรรจุพนักงานสัญญาจ้างเป็นพนักงานประจำ ทั้งนี้ เงื่อนไขให้เป็นไปตามหลักเกณฑ์ที่ ธปท. กำหนด
