1、结合业务年度标注需求及各类型人力供给情况，制定季度、半年度、年度成本预算，搭建涵盖人力成本、平台成本、管理成本的全链路预算模型，动态跟踪预算执行情况，开展定期偏差分析，针对业务波动及时调整预算方案，保障资源投入合理性； 2、搭建全链路运营监控看板，覆盖各类标注任务的处理进度、交付质量、成本投入，以及自有/外包/众包等各类资源的使用率、产能、人均效率等核心指标； 3、识别运营异常波动，定位根因并推动相关团队解决，保障业务平稳运行； 4、基于标注任务的优先级、复杂度、交付周期要求，统筹规划自有员工、外包员工、众包员工三类资源的分配方案，制定人力弹性调度机制应对业务峰值波动，在保障交付的前提下降低人力闲置成本，最大化资源使用效率； 5、定期输出经营分析报告，针对成本优化、效率提升提出可落地的产品或运营改进建议，推动经营指标持续优化。

1、3年及以上风险控制/反欺诈/信任与安全/广告治理/风险策略运营相关经验，具备对指标结果负责的实战证明； 2、具备较强数据分析能力：SQL为必需；能独立搭建指标体系、进行归因分析、建设看板，并完成效果评估（A/B、Holdout、策略前后对比等）； 3、具备扎实的策略运营方法论：风险发现→规则/模型/流程方案设计→上线迭代→监控与复盘→平台化能力沉淀； 4、具备良好的跨团队沟通与执行能力：能清晰解释复杂问题，对齐关键干系人，并推动落地上线； 5、具备较强的学习能力与环境适应性：能快速理解新业务形态、攻击手法演化与新技术，并转化为可执行方案。
