POSITION SUMMARY

Constellis is seeking a Program Manager to own its U.S. Army accounts and drive successful delivery of contracts supporting LEXSO (Layered Extended Security Operations), Constellis’ AI-enabled, open-architecture platform that fuses sensors, analytics, and decision engines into a single operating picture. The Program Manager is accountable for the scope, schedule, budget, and performance of assigned Army programs, serving as the primary point of contact for Army customers and senior stakeholders. This role combines program execution with business development: the Program Manager will grow the LEXSO Army portfolio by securing renewals and extensions, identifying new requirements across Army commands, and supporting capture and proposal efforts. The ideal candidate is a former Army officer with a technical engineering background and proven experience delivering AI, software, and analytics programs to Army customers in CONUS and OCONUS environments.

RESPONSIBILITIES

  • Serve as the single accountable owner for all assigned LEXSO Army accounts, managing the work scope, schedule, budget, and performance of each contract IAW approved Project Execution Plans, Company Directives, and department procedures
  • Drive successful delivery of Army programs, ensuring technical milestones, deliverables, and customer requirements are met within cost, schedule, and performance baselines
  • Build and maintain trusted relationships with Army customers, including senior leaders, program offices, contracting officer representatives (CORs), and end users across CONUS and OCONUS commands (e.g., U.S. Army Europe and Africa, U.S. Army Pacific)
  • Translate customer operational needs into LEXSO solution requirements, working with engineering and product teams to prioritize features, integrations, and deployments that deliver measurable mission value
  • Lead cross-functional delivery teams of engineers, data scientists, systems integrators, field technicians, and subcontractors; set priorities, resolve conflicts, and drive consensus among stakeholders
  • Grow the LEXSO Army portfolio by expanding work within existing accounts, securing contract renewals, extensions, and follow-on awards, and identifying new opportunities across Army organizations
  • Support business development and capture activities, including opportunity identification and qualification, customer shaping, pipeline management, and pricing and solution strategy
  • Manage or support proposal efforts in the role of Capture Manager and/or technical lead; author and review technical volumes, past performance, and pricing inputs for Army proposals
  • Represent LEXSO at Army industry days, conferences, demonstrations, and pilot deployments; communicate the LEXSO value proposition to technical and executive audiences
  • Manage program financials, including revenue, cost, margin, forecasts, and Estimate at Completion (EAC); work with Finance and Contracts to ensure compliance with FFP, T&M, and cost-type contract requirements
  • Prepare and conduct scheduled (typically monthly) program status briefings to the customer and Constellis leadership, explaining cost, schedule, and performance variances and corrective actions
  • Ensure all contract deliverables and reports (daily, weekly, monthly, quarterly) are complete, accurate, and submitted on time and in the proper format
  • Identify and mitigate program risks and issues; implement process improvements that increase delivery efficiency and customer satisfaction
  • Provide oversight of subcontractors and technology partners assigned to the program
  • Develop organizational depth through mentoring, performance management, professional development, and succession planning
  • Ensure compliance with corporate policies, the Code of Business Ethics, applicable PSC.1 requirements, and the Security Operations Management System on all assigned programs
  • Other duties as assigned

QUALIFICATIONS

  • Bachelor’s degree or equivalent is required
  • Active Secret security clearance with the ability to obtain and maintain a Top Secret clearance
  • Minimum of 10 years of professional experience in program management, military operations, engineering, or defense technology delivery
  • Demonstrated experience owning an Army program portfolio valued at $10M or more, including securing renewals, extensions, or follow-on work
  • Experience leading cross-functional technical teams of 15 or more (e.g., engineers, data scientists, designers) and aligning product capabilities with customer and company objectives
  • Experience supporting proposals and capture efforts, including technical solutioning and proposal review
  • Working knowledge of program financials and contract types (FFP vs. T&M), including revenue, cost, and margin management
  • Strong written and verbal communication skills, with the ability to brief senior military and executive stakeholders
  • Decisive; able to navigate ambiguity and make sound business decisions with incomplete information and within compressed timelines
  • Ability to travel domestically and internationally, including OCONUS locations in Europe and the Indo-Pacific, up to 30%
  • Proficient with Microsoft Office Suite, particularly Excel

PREFERRED QUALIFICATIONS

  • Master’s degree in Business Administration (MBA), Engineering Management, or a related field
  • Professional Engineer (PE) license
  • Lean Six Sigma Black Belt certification
  • Active Top Secret clearance
  • Prior service as a U.S. Army commissioned officer, including leadership, planning, or command-level experience
  • Project Management Professional (PMP) certification
  • Experience leading delivery of AI, software, data analytics, or other technology programs for U.S. Army or DoD customers
  • Experience with GenAI, sensor fusion, contested logistics, physical security, or counter-UAS (C-UAS) technologies
  • Experience supporting Army Europe and/or Indo-Pacific customers, including multinational exercises or partner-nation engagements
  • Experience managing engineering or construction contracts and multi-project portfolios
  • Familiarity with agile delivery and collaboration tools such as Jira, Confluence, and Asana

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
