Financieel Adviseur Sociaal Domein

Als Financieel Adviseur Sociaal Domein ben je de financiële sparringpartner voor management, teamleiders, beleidsadviseurs en budgethouders. Je zorgt voor inzicht in beschikbare middelen, uitgaven en verwachte inkomsten en vertaalt ontwikkelingen binnen het sociaal domein naar heldere financiële adviezen en prognoses.

De nadruk ligt op de financiën rondom de Jeugdwet, Wmo en Participatiewet. Je bewaakt budgetten, signaleert financiële risico’s en kansen en zorgt samen met beleidscollega’s voor een goede balans tussen maatschappelijke opgaven en financiële beheersbaarheid.

Wat je gaat doen:

  • Adviseren van budgethouders, teamleiders, beleidsadviseurs en management over financiële vraagstukken binnen het sociaal domein;
  • Bewaken en analyseren van budgetten binnen onder andere de Jeugdwet, Wmo en Participatiewet;
  • Periodiek bespreken van de juistheid en volledigheid van financiële gegevens met budgethouders;
  • Opstellen van financiële prognoses en inzichtelijk maken van verwachte financiële ontwikkelingen;
  • Vertalen van beleid en ontwikkelingen naar financiële analyses en adviezen;
  • Bijdragen aan gemeentelijke planning-en-controlproducten;
  • Signaleren van financiële risico’s, kansen en afwijkingen binnen het sociaal domein;
  • Volgen van relevante wet- en regelgeving en financiële ontwikkelingen en deze vertalen naar gevolgen voor de organisatie;
  • Financieel ondersteunen bij het opstellen van beleidsvoorstellen;
  • Leveren van financiële input voor college- en raadsvoorstellen;
  • Adviseren over de financiële consequenties van beleidskeuzes;
  • Bijdragen aan een gezonde en beheersbare financiële situatie binnen het sociaal domein.

Wat jij meebrengt:

  • Een afgeronde opleiding op minimaal hbo-bachelorniveau (harde eis);
  • Minimaal 3 jaar aantoonbare werkervaring als Financieel Adviseur of in een vergelijkbare financiële adviesfunctie binnen een gemeente (harde eis);
  • Minimaal 3 jaar aantoonbare werkervaring met financiële advisering binnen het sociaal domein, waaronder de Jeugdwet, Wmo en/of Participatiewet (harde eis);
  • Aantoonbare werkervaring met het Besluit begroting en verantwoording (BBV) (harde eis);
  • Een afgeronde hbo-opleiding in een financiële richting, zoals Finance, Bedrijfseconomie, Accountancy of Finance & Control, is een pré;
  • Minimaal 5 jaar ervaring als Financieel Adviseur of in een vergelijkbare financiële adviesfunctie is een pré;
  • Ruime gemeentelijke ervaring als Financieel Adviseur is een pré;
  • Ruime financiële advieservaring binnen de Jeugdwet, Wmo en/of Participatiewet is een pré;
  • Ervaring met het toepassen van het BBV binnen gemeentelijke planning-en-controlprocessen is een pré;
  • Je bent analytisch sterk en kunt complexe financiële vraagstukken vertalen naar heldere adviezen;
  • Je beschikt over sterke adviesvaardigheden en bent een stevige gesprekspartner;
  • Je hebt oog voor maatschappelijke, bestuurlijke en politieke verhoudingen;
  • Je communiceert sterk, zowel mondeling als schriftelijk;
  • Je bent een teamspeler en werkt gemakkelijk samen met financiële en inhoudelijke collega’s.
