Financieel Beleidsmedewerker

Als Financieel Beleidsmedewerker werk je aan het actualiseren, harmoniseren en toekomstbestendig maken van het financiële beleidslandschap. Je analyseert zelfstandig de bestaande financiële beleidsdocumenten, brengt samenhang en eventuele hiaten in kaart en bepaalt welke documenten prioriteit hebben voor actualisatie.

Je werkt vanuit je eigen financiële expertise en vertaalt je analyse naar concrete beleidsdocumenten en implementatievoorstellen. Het resultaat is een actueel, toegankelijk en samenhangend financieel beleidskader dat aansluit bij de geldende wet- en regelgeving en de gemeentelijke praktijk.

Wat je gaat doen:

  • Analyseren van het volledige bestaande financiële beleidslandschap;
  • Opstellen van een integraal matrixoverzicht van alle financiële beleidsdocumenten;
  • Beoordelen van beleidsdocumenten op actualiteit, status, prioriteit en onderlinge samenhang;
  • Signaleren van hiaten, inconsistenties en verbetermogelijkheden binnen het financiële beleidskader;
  • Opstellen van een onderbouwd advies over de prioritering van financiële beleidsdocumenten;
  • Actualiseren van de 3 tot 5 financiële beleidsdocumenten met de hoogste prioriteit;
  • Opstellen van concrete voorstellen voor de implementatie van geactualiseerd financieel beleid;
  • Toepassen van relevante financiële wet- en regelgeving, waaronder het Besluit begroting en verantwoording (BBV);
  • Afstemmen met relevante stakeholders voor informatievergaring en validatie van bevindingen;
  • Zelfstandig bepalen van de aanpak, planning en inrichting van de werkzaamheden;
  • Bewaken van de kwaliteit en samenhang van de op te leveren beleidsproducten;
  • Zorgen voor concrete eindproducten waarmee een actueel en toekomstbestendig financieel beleidskader ontstaat.

Wat jij meebrengt:

  • Een afgeronde opleiding op minimaal hbo-bachelorniveau in een financiële richting (harde eis);
  • Minimaal 3 jaar aantoonbare werkervaring als Financieel Beleidsmedewerker binnen een gemeente (harde eis);
  • Recente ervaring met het opstellen en actualiseren van financiële beleidsdocumenten binnen een gemeentelijke organisatie is een pré;
  • Recente ervaring met het BBV als Controller, Financieel Adviseur of Financieel Beleidsmedewerker is een pré;
  • Ervaring met Key2Finance en Pepperflow is een pré;
  • Je hebt sterk analytisch vermogen en kunt complexe financiële informatie vertalen naar duidelijke beleidsproducten;
  • Je bent kritisch en weet bestaande beleidsdocumenten zorgvuldig op inhoud, samenhang en actualiteit te beoordelen;
  • Je werkt resultaatgericht en kunt zelfstandig tot concrete eindproducten komen;
  • Je kunt werkzaamheden goed plannen en organiseren en bewaakt zelfstandig de voortgang;
  • Je beschikt over goede mondelinge en schriftelijke uitdrukkingsvaardigheden;
  • Je luistert goed naar verschillende stakeholders en kunt hun input vertalen naar bruikbare verbeteringen;
  • Je bent flexibel en kunt omgaan met veranderende wet- en regelgeving en organisatorische ontwikkelingen.
