Als Kwaliteitsmedewerker Sociaal Domein – Participatie zet jij jouw juridische kennis en ervaring in om de kwaliteit van de uitvoering binnen het sociaal domein verder te versterken. Je adviseert en coacht collega’s bij complexe casuïstiek, bewaakt de juridische kwaliteit en draagt bij aan duidelijke en uitvoerbare werkprocessen.

Daarbij kijk je verder dan alleen wet- en regelgeving. Je hebt oog voor rechtmatigheid én voor de bedoeling van de wet, waarbij maatwerk, menselijke maat en de belangen van inwoners een belangrijke rol spelen. Met jouw procesmatige en analytische blik signaleer je knelpunten en draag je actief bij aan blijvende kwaliteitsverbetering binnen met name de Participatiewet.

Wat je gaat doen

  • Adviseren en coachen van collega’s bij juridische en inhoudelijke vraagstukken rondom casuïstiek.
  • Vraagstukken oplossingsgericht en procesmatig benaderen vanuit een integrale visie.
  • Bijdragen aan de ontwikkeling en implementatie van kwaliteitsverbeteringen binnen het sociaal domein, met de nadruk op Participatie.
  • Toetsen van werkprocessen aan interne afspraken, beleidsregels, verordeningen en juridische kaders.
  • Uitvoeren van kwaliteitscontroles met behulp van het kwaliteitscontrolesysteem KIC.
  • Bewaken van de uitvoerbaarheid, rechtmatigheid, menselijke maat en dienstverlening richting inwoners.
  • Vertegenwoordigen van de gemeente bij bezwaar- en beroepsprocedures en waar mogelijk bijdragen aan oplossingen via bemiddeling.
  • Volgen van ontwikkelingen op het gebied van wet- en regelgeving en jurisprudentie binnen het sociaal domein.
  • Ondersteunen van beleidscollega’s bij juridische ontwikkelingen en wijzigingen binnen de verschillende thema’s van het sociaal domein.
  • Signaleren van knelpunten die wetgeving, beleid of werkprocessen in de praktijk veroorzaken voor inwoners.
  • Gevraagd en ongevraagd adviseren over juridische risico’s binnen verschillende processen.
  • Beleidsmaatregelen, veranderende wet- en regelgeving en jurisprudentie vertalen naar heldere en doelmatige werkprocessen en werkinstructies.

Wat jij meebrengt

  • Een afgeronde hbo- of wo-opleiding. (harde eis)
  • Specifieke en actuele kennis van de Participatiewet. (harde eis)
  • Kennis van het bestuursrecht en bestuursprocesrecht. (harde eis)
  • Ervaring met bezwaar- en beroepsprocedures binnen het sociaal domein.
  • Ervaring binnen een overheidsorganisatie is een pré.
  • Ervaring met procesmatig werken, rechtmatigheid en kwaliteitsborging is een pré.
  • Je kunt complexe juridische vraagstukken vertalen naar duidelijke en begrijpelijke adviezen.
  • Je bent analytisch, nauwkeurig, proactief en positief kritisch.
  • Je beschikt over uitstekende communicatieve en contactuele vaardigheden.
  • Je bent verbindend, empathisch en resultaatgericht en beschikt over voldoende doorzettingsvermogen.
  • Je weet een goede balans te vinden tussen rechtmatigheid, maatwerk en de belangen van inwoners.
  • Je hebt affiniteit met en betrokkenheid bij het werken voor inwoners binnen het sociaal domein.
