Senior Omgevingsjurist Bezwaar en Beroep

Als Senior Omgevingsjurist Bezwaar en Beroep behandel je zelfstandig complexe juridische dossiers binnen het omgevingsrecht. Je bent verantwoordelijk voor bezwaar- en beroepsprocedures, adviseert over juridische vraagstukken rondom vergunningverlening en handhaving en vertegenwoordigt het college van B&W tijdens juridische procedures.

Je krijgt veel zelfstandigheid in de uitvoering van de werkzaamheden. Je bewaakt je eigen planning en zorgt ervoor dat verweerschriften, beslissingen op bezwaar en andere juridische stukken inhoudelijk sterk en binnen de geldende termijnen worden opgeleverd. Met jouw expertise lever je daarnaast een belangrijke bijdrage aan het verhogen van de juridische kwaliteit binnen het team.

Wat je gaat doen:

  • Je stelt verweerschriften en beslissingen op bezwaar op en zorgt voor tijdige en juridisch correcte afhandeling;
  • Je behandelt zelfstandig bezwaar- en beroepsprocedures binnen het omgevingsrecht;
  • Je voert namens het college van B&W verweer bij de commissie bezwaarschriften, rechtbank en Raad van State;
  • Je bereidt zittingen juridisch en schriftelijk voor;
  • Je adviseert zelfstandig over juridische vraagstukken rondom vergunningverlening, toezicht en handhaving;
  • Je adviseert het cluster Vergunningen over juridische standpunten en complexe vergunningendossiers;
  • Je adviseert over complexe bouw- en handhavingszaken;
  • Je analyseert juridische risico’s en vertaalt deze naar praktisch toepasbare adviezen;
  • Je bewaakt zelfstandig de voortgang, kwaliteit en wettelijke termijnen van jouw dossiers;
  • Je stemt waar nodig af met betrokken collega’s en andere interne stakeholders;
  • Je deelt jouw juridische expertise en draagt door middel van advisering bij aan het verhogen van de kennis binnen het team;
  • Je zorgt ervoor dat bekende zittingen die na 30 april 2027 plaatsvinden zijn voorzien van een juridisch gedegen schriftelijke voorbereiding.

Wat jij meebrengt:

  • Je hebt een afgeronde opleiding Rechten op minimaal hbo-bachelorniveau (harde eis);
  • Je hebt minimaal 7 jaar aantoonbare werkervaring als Senior Jurist Omgevingsrecht, waaronder ervaring met bezwaar- en beroepsprocedures, vergunningverlening en handhaving binnen een gemeente en/of omgevingsdienst (harde eis);
  • Je hebt minimaal 5 jaar aantoonbare werkervaring met vergunningverlening, toezicht en handhaving (VTH) binnen het omgevingsrecht (harde eis);
  • Je hebt aantoonbare ervaring met het vertegenwoordigen van een bestuursorgaan in bezwaar- en beroepsprocedures (harde eis);
  • Je hebt bij voorkeur minimaal 5 jaar ervaring als Jurist Bezwaar & Beroep bij een gemeente en/of omgevingsdienst;
  • Je hebt recente ervaring als collegevertegenwoordiger bij een bezwarencommissie, rechtbank en Raad van State;
  • Je hebt ruime ervaring met het juridisch adviseren over complexe vergunningen;
  • Je hebt ervaring met complexe bouw- en handhavingszaken;
  • Je bent beschikbaar voor avondzittingen, gemiddeld één tot twee woensdagavonden per maand;
  • Je beschikt over uitstekende communicatieve vaardigheden en kunt complexe juridische materie helder overbrengen;
  • Je werkt praktisch, oplossingsgericht en resultaatgericht;
  • Je bent in staat om volledig zelfstandig dossiers te behandelen, prioriteiten te stellen en je werkzaamheden te organiseren;
  • Je bent flexibel en kunt snel schakelen tussen verschillende juridische vraagstukken en procedures.

Het beoogde resultaat is dat uiterlijk 30 april 2027 alle verweren en beslissingen op bezwaar vakkundig, juridisch correct en binnen de geldende termijnen zijn afgehandeld. Reeds bekende zittingen na deze datum zijn voorzien van een gedegen schriftelijke juridische voorbereiding.
