We seek Senior Fire Protection Engineer candidates with relevant Defense and National Security (derived classification) Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Defense and National Security (derived classification) Sector Clients such as NIWC. This as a Contract Contingent or Contract W-2 (IRS-1099) Fire Protection Engineering and Technical Governance and AHJ Coordination Functional Area / Swim Lane / Category Discipline Professional - Navy | NIWC Fire Protection Engineer Services and Support Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

JOB OVERVIEW

Provide services and support as a Senior Fire Protection Engineer [Navy | NIWC Fire Protection Engineer Services and Support] aligned with the Fire Protection Engineering and Technical Governance and AHJ Coordination Functional Area / Swim Lane / Category Discipline in the Defense and National Security (derived classification) Industry Sector.

This role focusses on Engineering; Compliance; Risk Management (derived ProSidian alignment) Solutions for clients such as U.S. Department of the Navy, Naval Information Warfare Center Atlantic (Navy / NIWC Atlantic) | NIWC Atlantic, Department of the Navy; GSA Federal Acquisition Service conducts MRAS. Generally Located In Vandenberg Space Force Base, near Lompoc, Santa Barbara County, California and across the California Central Coast; Western United States; North America Region (Of Country/World) Work On Client Site.

Delivering mission-critical fire protection engineering, risk assessments, regulatory compliance, and safety solutions safeguarding Navy installations. Providing designated fire protection engineering, design reviews, life safety assessments, and compliance support across NIWC. Overseeing assigned fire protection responsibilities, coordinating with authorities, and guiding engineering reviews and modernization for NIWC. Authority Having Jurisdiction. It is the organization, office, or individual authorized to interpret and enforce applicable fire protection and life safety requirements and approve relevant designs, systems, or installations. In the NIWC context, AHJ coordination means working with the designated Navy or installation authority to resolve code interpretations, address design-review findings, and obtain required approvals. A contractor’s DFPE or QFPE credentials alone do not automatically confer AHJ authority. The Naval Information Warfare Center (NIWC) Atlantic is the U.S. Navy organization seeking fire protection engineering support for facilities in South Carolina, Virginia, and other CONUS locations. **RESPONSIBILITIES AND DUTIES - Senior Fire Protection Engineer**

**Fire Protection Engineering and Technical Governance**

  • Lead comprehensive design and submittal reviews for Navy facilities, ensuring full compliance with applicable fire protection and life safety codes and standards
  • Coordinate strategically with government Authorities Having Jurisdiction (AHJs) to resolve complex code interpretations and secure required regulatory approvals
  • Develop scope, establish project plans, and execute fire protection engineering initiatives, including comprehensive risk assessments and facility modernization support
  • Conduct thorough evaluations of existing facility fire protection and life safety systems; document technical findings and deliver actionable recommendations for system improvements
  • Provide oversight of assigned project fire protection responsibilities and support comprehensive engineering reviews across geographically dispersed naval installations
  • Deliver technical governance and compliance solutions tailored to Defense and National Security sector clients, ensuring adherence to regulatory requirements and industry best practices

Qualifications

Per supplied QFPE definition: registered PE, passed NCEES fire protection examination, relevant fire protection experience. DFPE designation and authority require Navy confirmation.

DFPE designation for the assigned AOR and documented authority confirmed

Education / Experience Requirements / Qualifications

Engineering degree supporting PE registration. Relevant fire protection engineering experience; PWS sets no minimum years. Historical category minimum is master’s degree and 15 years; current category requirements must be verified.

Relevant fire protection engineering education and experience appropriate to assigned oversight. PWS specifies no degree or years for DFPE. If QFPE functions are performed, meet supplied QFPE credentials. Current GSA category minima remain unverified.

Per supplied QFPE definition: registered PE, passed NCEES fire protection examination, relevant fire protection experience. DFPE designation and authority require Navy confirmation.

DFPE designation for the assigned AOR and documented authority confirmed

Skills Required

  • Primarily focused on Engineering Services initiatives and aligned with Program Support activities Fire Protection Engineering and Technical Governance and AHJ Coordination Functional Area Activities.
  • UFC applicability, NFPA code interpretation, drawing review, fire protection systems, egress analysis, technical writing.
  • Engineering review, UFC/code interpretation, scoping, stakeholder coordination, technical documentation and issue resolution.

Competencies Required

  • Engineering judgment, risk prioritization, traceable decisions, AHJ coordination, professional accountability.
  • QFPE Certification and ability to excercise engineering judgment, governance, risk prioritization, accountability and clear communication.

Ancillary Details Of The Roles

  • Technical outputs: consolidated review comments, deficiency recommendations and SRM scope inputs; formats and acceptance criteria TBD.
  • Confirm written designation, AOR, decision rights, escalation route and relationship to government AHJs before assigning duties.
  • May absorb project coordination, plan examination and facility evaluation functions within the 0.5 man-year scope.
  • DFPE describes responsibility/authority. QFPE describes professional qualification. One person may meet both, subject to Navy approval.
