About the Role

Redhorse transforms the way government uses data and technology. To support this vital mission, we are seeking an IT Business Analyst – National Security Systems to provide Executive Staff-level support to the FBI National Security Branch (NSB) and senior priority technology programs.

In this role, you will be the critical link connecting operational field agents, legal authorities, and software engineering teams. You will drive enterprise systems modernization, conduct business process re-engineering (BPR), and lead Agile requirements engineering for foundational national security systems—including FISA platforms, National Security Letter (NSL) applications, the National Data Review Repository (NDRR), and Sentinel. Your efforts will directly optimize legal-process workflows, ensure technological alignment with mission needs, and accelerate the delivery of mission-critical software capabilities.

Key Responsibilities

  • Support end-to-end national security systems development, including FISA, NSL, and NDRR project management, user requirements elicitation, system architecture design, data conversion, technical documentation, training, and deployment.
  • Drive strategic planning and business process re-engineering (BPR) to modernize legacy IT systems across the federal intelligence and law enforcement communities.
  • Define, validate, and document detailed business and functional requirements gathered through stakeholder interviews, technical workshops, and system documentation.
  • Assess existing software systems and monitor ongoing development efforts to evaluate technical risks, identify cost-saving opportunities, and recommend system consolidations or retirements.
  • Interface with the Department of Justice (DOJ), FBI Headquarters, and field office stakeholders to collect, track, and manage operational requirements for enterprise IT capabilities.
  • Produce national security business and technical documentation for FISA systems, Sentinel legal process tools, and collection applications—including Agile user stories, acceptance criteria, use cases, CONOPS, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and SOPs.
  • Manage Agile product backlogs in Jira by decomposing complex technical and operational problems into clear, prioritized user stories with defined acceptance criteria.
  • Support IT project planning, integrated master schedules, and milestone execution to ensure predictable, on-time software delivery.
  • Author high-level position papers, briefing books, executive presentation decks, training curricula, talking points, and Power BI dashboards under tight deadlines for NSB IT lifecycle reviews.
  • Provide expert technical support, user guidance, and troubleshooting for NSB Technical Bridge applications (FISA, NSLs, NDRRs) and collaborate with back-end engineering teams to resolve operational issues.
  • Deliver polished oral briefings and written status reports to FBI executive leadership regarding current IT initiatives and system roadmaps.

Required Experience/Clearance

  • 5+ years of experience in national security IT requirements management (development, review, and analysis), systems development, systems management, or IT business analysis.
  • 5+ years of experience with U.S. national security operations, U.S. Intelligence Community (USIC) mission sets, national security policy frameworks, and case management workflows.
  • 3+ years of experience authoring technical documentation and presenting system architectures, functional requirements, and methodologies to executive-level government audiences.
  • 2+ years of experience operating within a federal interagency environment, collaborating with multiple U.S. government departments and agencies on joint IT programs.
  • 2+ years of experience managing multiple high-visibility tasks in fast-paced environments and building consensus across diverse stakeholder groups with competing priorities.
  • 2+ years of demonstrated experience translating complex technical IT concepts into clear, actionable language for non-technical leadership.
  • 2+ years of demonstrated experience taking initiative, leading in place, and operating independently with minimal guidance.
  • 2+ years of hands-on experience utilizing Atlassian Jira, Microsoft Project, Excel, Power BI, PowerPoint, Word, and SharePoint.
  • Active Top Secret (TS) security clearance with SCI eligibility and willingness to undergo an FBI suitability determination/polygraph.

Desired Experience

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Data Science, or a related analytical/computational field.
  • Professional certifications such as Certified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM), Project Management Professional (PMP/CAPM), ITIL, or Agile Product Owner.
  • Specialized experience supporting FBI operational programs and enterprise case management systems such as Sentinel, FISAMS, or DIVS.
  • Direct experience briefing Senior Executive Service (SES) and executive management audiences on technology roadmaps and enterprise IT governance.

The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity. In addition to base salary, eligible employees may participate in Redhorse's comprehensive benefits programs and may be eligible for performance-based or other incentive compensation, where applicable.
