About the Role

Redhorse transforms the way government uses data and technology. To support this vital mission, we are seeking a senior National Security Program Subject Matter Expert (SME) to provide executive-level policy, technical, and operational advisory services to the FBI National Security Branch (NSB).

In this pivotal role, you will support critical operational missions across counterintelligence, counterterrorism, the Terrorist Screening Center (TSC), and the Weapons of Mass Destruction Directorate (WMDD). You will serve as the principal advisor bridging legal, technical, and operational domains—optimizing FISA data workflows, electronic Woods procedures, National Security Letter (NSL) frameworks, and enterprise case management systems such as Sentinel. Your leadership will ensure that national security technology modernization efforts align seamlessly with federal statutory mandates and frontline field operations.

Key Responsibilities

  • Serve as senior SME supporting national security system development, including FISA, NSL, and NDRR project management, user requirements definition, system design, data conversion, documentation, training, and deployment.
  • Develop and execute comprehensive customer experience strategies, including user training, multi-division communications, and structured frameworks to collect, analyze, and report stakeholder feedback.
  • Author high-impact business and functional documentation for FBI FISA workflows, legal process applications, Sentinel requirements, and collection systems—including user stories, acceptance criteria, use cases, CONOPS, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and SOPs.
  • Establish and promulgate best practices for NSB information technology architectures and enterprise data integration initiatives.
  • Direct project milestones and software delivery schedules across multiple divisions and operational units, utilizing tools such as Microsoft Project to allocate resources and track deliverables.
  • Conduct complex studies and performance analyses covering IT data requirements, FBI National Security business process reengineering, business continuity, industry benchmarking, and emerging technology assessments.
  • Engage directly with Department of Justice (DOJ), FBI Headquarters, and field office leadership to deliver SME guidance on national security data, policy, user needs, and enterprise system deployments.
  • Formulate and deliver executive-level technical, legal-process, and policy briefings, identifying operational gaps, risk areas, and actionable lessons learned.
  • Evaluate program and policy effectiveness, analyzing proposed national security legislation and federal regulations to determine their impact on FBI NSB strategic objectives.
  • Produce executive-ready briefing decks to justify program status, resource allocations, system changes, and operational requirements to senior leadership.
  • Deliver Tier-3 expert guidance, technical troubleshooting, and operational assistance for NSB Technical Bridge applications (FISA, NSLs, NDRRs) and proprietary systems via in-person, telephonic, and remote interfaces.

Required Experience/Clearance

  • 15+ years of experience working within U.S. National Security, Intelligence, Defense, or Federal Law Enforcement communities.
  • 10+ years of experience utilizing and evaluating U.S. National Security systems.
  • 10+ years of experience delivering oral briefings and preparing written presentations with demonstrated poise, tact, and diplomacy across all stakeholder and executive levels.
  • 8 +years of experience with U.S. Intelligence Community (IC) mission sets, FISA legal frameworks/policies, electronic Woods requirements, and classified case management.
  • 8+ years of experience leading, planning, executing, and monitoring complex technical and operational special projects.
  • 8+ years of experience analyzing field user behavior and operational workflows within enterprise-scale applications.
  • 8+ years of experience evaluating national security policies, enterprise data, and IT systems to recommend and implement corrective action plans.
  • 8+ years of demonstrated experience translating complex legal, technical, and policy concepts between engineering teams and non-technical stakeholders.
  • 8+ years of experience utilizing Microsoft Office Suite (Word, PowerPoint, Excel), Microsoft Power BI, and SharePoint to conduct analyses and communicate program metrics.
  • Active Top Secret (TS) security clearance with SCI eligibility and willingness to undergo an FBI suitability determination/polygraph.

Desired Experience

  • Bachelor’s degree from an accredited college or university in Engineering, Computer Science, Communications, Business, Finance, or a related quantitative/data discipline.
  • 10+ years of direct experience supporting FBI national security operations, USIC components, and the intelligence cycle.
  • 10+ years of hands-on experience with specific FBI enterprise platforms, including FISAMS, Sentinel, and DIVS.
  • 8+ years of experience working in joint federal-interagency environments, collaborating closely with multiple U.S. government departments and agencies.
  • 8+ years of direct experience regularly advising and briefing SES, SIS, and executive-level leadership on high-profile national security programs.
  • Demonstrated proficiency with Microsoft Project for integrated master schedule (IMS) management and resource loading.

The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity. In addition to base salary, eligible employees may participate in Redhorse's comprehensive benefits programs and may be eligible for performance-based or other incentive compensation, where applicable.
