About the Role

Redhorse transforms the way government uses data and technology. To support this vital mission, we are seeking a Senior Business Analyst to provide senior-level IT systems and strategic advisory support to the FBI National Security Branch (NSB).

In this role, you will be a principal technical bridge connecting operational field investigators, legal counsel, and software engineering teams. You will drive enterprise modernization across foundational national security systems—including FISA platforms, National Security Letter (NSL) applications, the National Data Review Repository (NDRR), and Sentinel. Working closely with DevOps and development teams, you will decompose complex operational needs into actionable Epics, Features, and User Stories while advising executive leadership on cloud adoption, system risks, emerging vulnerabilities, and IT governance.

Key Responsibilities

  • Lead business analysis and requirements engineering for FBI national security system development, covering FISA, NSL, and NDRR project management, user requirements elicitation, system architecture design, data conversion, technical documentation, training, and deployment.
  • Regularly evaluate complex enterprise systems and monitor active software development efforts to assess technical risks, ensure alignment with cloud and modern technology trends, and identify opportunities for consolidation, cost savings, and system retirement.
  • Advise government leadership on emerging vulnerabilities, corrective action plans, and mitigation strategies across NSB equities, enterprise networks, databases, and emerging technology stacks.
  • Meet directly with Department of Justice (DOJ), FBI Headquarters, and field office stakeholders to serve as the primary interface for collecting, tracking, and prioritizing operational user requirements.
  • Analyze technical specifications and functional system architectures to uncover operational risks, technical debt, and system integration bottlenecks.
  • Partner closely with software developers and DevOps teams to provide operational mission context, translating business needs into well-defined Epics, Features, and Agile user stories with detailed acceptance criteria.
  • Author national security business and technical documentation for FISA platforms, legal process applications, Sentinel enhancements, and intelligence collection systems—including use cases, CONOPS, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and SOPs.
  • Lead and oversee project planning and schedule execution for NSB IT initiatives to ensure timely delivery of mission-critical software capabilities.
  • Support enterprise strategic planning and business process re-engineering across NSB IT programs.
  • Formulate and deliver executive-ready position papers, briefing books, talking points, and interactive Power BI dashboards, frequently under tight turnarounds.
  • Deliver polished oral briefings and presentations to FBI executive management regarding ongoing IT initiatives, milestones, and strategic options.
  • Provide expert guidance, technical troubleshooting, and operational problem resolution for NSB Technical Bridge applications (FISA, NSLs, NDRRs) and proprietary tools via in-person and remote channels.
  • Represent NSB equities at multi-division and interagency meetings, documenting formal proceedings and driving follow-up action items to completion.

Required Experience/Clearance

  • 10+ years of experience working within U.S. National Security, Defense, or Federal Law Enforcement communities.
  • 10+ years of experience with U.S. National Security Intelligence Community (IC) mission sets, FISA policies, and government case management systems.
  • 10+ years of experience analyzing data, technical specifications, and operational processes to assess risk profiles and formulate recommendations aligned with enterprise goals.
  • 10+ years of experience leading or coordinating complex IT programs and multi-project technical portfolios.
  • 10+ years of demonstrated mastery of enterprise IT practices, including IT Lifecycle Management/Governance, Systems Development Life Cycle (SDLC), Software Development Methodologies (Agile, Waterfall, Hybrid), and requirements elicitation and management.
  • 10+ years of experience translating and communicating complex technical and architectural concepts between software engineering teams and non-technical executive stakeholders.
  • 5+ years of hands-on experience utilizing Microsoft Excel, Power BI, PowerPoint, Visio, Word, and SharePoint to model data and author executive products.
  • 5+ years of experience authoring technical reports and delivering formal oral briefings to executive leadership.
  • Active Top Secret (TS) security clearance with SCI eligibility and willingness to undergo an FBI suitability determination/polygraph.

Desired Experience

  • Bachelor’s or Master’s degree from an accredited college or university in Computer Science, Management Information Systems (MIS), or a related technical computational discipline.
  • 8+ years of experience with National Security operations, USIC functions, roles, and components, including the end-to-end intelligence cycle.
  • 8+ years of experience working directly with FBI national security platforms such as FISAMS, Sentinel, and DIVS.
  • Relevant industry certifications, such as Certified Business Analysis Professional (CBAP), Project Management Professional (PMP/CAPM), Agile/Scrum Product Owner (CSPO/PMI-ACP), or ITIL.
  • 6+ years of experience addressing data engineering issues, including ETL pipelines, distributed storage, granular access controls, indexing, entity extraction/resolution, and data sharing protocols.
  • 6+ years of experience operating within a federal interagency environment on joint multi-agency technology initiatives.

The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity. In addition to base salary, eligible employees may participate in Redhorse's comprehensive benefits programs and may be eligible for performance-based or other incentive compensation, where applicable.
