CQ计划是上海创智学院面向新一轮科研范式变革，以内生性创新驱动的科研基础设施建设工程，目标是系统性构建一个可持续运行、可扩展演化的科研智能基础设施与运行体系。其核心在于推动科研从“以人和经验为中心的手工模式”，迈向“以模型、系统和自动化为核心的智能化模式”，从而重塑科学问题提出、知识生成与成果转化的全过程。在战略层面，CQ计划定位为底座性、长期性工程，其价值不在于短期论文或项目数量，而在于是否能够形成一套可复制、可推广的科研智能运行范式，为更大尺度的高校体系、城市层面乃至国家层面的科研智能建设提供可验证样本。

岗位定位 负责创奇事业部专项经费、预算执行、报销结算和成本核算，是支撑资源特区和项目成本闭环的核心岗位。 岗位职责 1. 负责事业部专项预算编制、经费使用跟踪、预算执行统计和财务台账维护。 2. 负责报销、付款、结算、合同执行、劳务发放和相关财务材料整理。 3. 负责配合建立项目成本核算机制，对算力、API、设备、实验平台和人力等成本进行归集。 4. 负责按月或按季度形成经费执行和预算分析报表，支撑管理决策。 5. 负责对接学院财务和相关部门，推动专项经费和项目支出流程高效合规运行。

1. 本科及以上学历，财务、会计、审计、经济管理等相关专业优先。 2. 具备 3 年及以上财务、预算、项目经费管理或科研财务管理经验。 3. 熟悉预算管理、报销结算、合同付款和成本核算流程。 4. 对数据敏感，具备较强的财务分析和台账管理能力。 5. 原则性强，能够在效率和合规之间保持平衡。
