Job Description
The Vice President, Project Management – Owner’s Representative Engineering Services is a senior technical and client-facing leader within WSP’s Property & Buildings practice, responsible for leading complex owner’s representative assignments and supporting the growth of the service line across key clients and markets. This role advises owners, institutions, developers, and portfolio clients through the planning, procurement, design, construction, and closeout of major building and infrastructure projects, ensuring owner priorities are translated into effective project strategies and successful delivery outcomes.
The position combines technical leadership, client relationship management, project oversight, team mentorship, and business development support. The individual is expected to lead and manage others in delivering high-quality technical and professional services, provide key technical input on pursuits, contribute subject matter expertise in owner-side project delivery, and help strengthen WSP’s market presence in Owner’s Representative Engineering Services.
Key Responsibilities
- Lead owner’s representative assignments for major or complex building and infrastructure projects, serving as a senior point of contact for clients, internal teams, consultants, and contractors.
- Represent owner interests across project phases including feasibility, procurement, design oversight, construction-phase coordination, turnover, and closeout.
- Manage multidisciplinary technical teams in delivering advisory and project support services aligned with owner objectives for scope, quality, budget, schedule, risk, and operational readiness.
- Provide senior technical oversight on feasibility studies, technical assessments, options analyses, procurement strategies, design reviews, and owner decision-support materials.
- Lead development of project approaches, technical work plans, staffing strategies, and execution frameworks for assigned engagements.
- Guide teams in identifying technical, delivery, and commercial risks and implementing practical mitigation strategies.
- Provide technical direction to staff and mentor less experienced team members to strengthen delivery capability and professional growth.
- Present complex technical issues, project strategies, and recommendations clearly to clients and executive stakeholders.
- Build and maintain strong client relationships that support repeat work, trust, and long-term account growth.
- Contribute key technical input to proposals, pursuits, interviews, and service development efforts for Owner’s Representative Engineering Services.
- Coordinate with WSP leaders across disciplines and business lines to bring integrated expertise and resources to clients.
- Support development of budgets, schedules, resource forecasts, and delivery plans for complex assignments.
- Serve as a subject matter resource in owner-side engineering advisory and project delivery practices.
Preferred Qualifications
- Bachelor’s degree in engineering, architecture, construction management, or related field; advanced degree preferred.
- Typically 12+ years of experience in building engineering, technical advisory, owner’s representative services, program delivery, or related capital project leadership roles.
- Professional Engineer licensure.
- Professional licensure or industry credentials such as RA, PMP, CCM, or similar strongly preferred.
- Demonstrated experience leading multidisciplinary teams and complex owner-side assignments for institutional, developer, portfolio, or corporate clients.
- Strong understanding of building systems, project delivery, procurement, technical review, risk management, and owner governance processes.
- Ability to provide senior technical leadership while also managing stakeholder relationships and contributing to business growth.
- Experience preparing or supporting proposals, client presentations, and strategic pursuit efforts.

Compensation:
Expected Salary (all locations): $179,600 - $239,000
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
