Wij zijn voor een onafhankelijke publieke organisatie in de culturele sector op zoek naar een Beleidsadviseur Cultuur en Participatie.

Deze organisatie ondersteunt een onafhankelijke adviesraad die bestuurders en volksvertegenwoordigers adviseert over vraagstukken rondom cultuurbeleid, cultuurparticipatie en de ontwikkeling van de culturele sector. Vanuit een zelfstandige en objectieve positie levert het bureau onderzoek, analyses en beleidsadviezen waarmee ontwikkelingen, knelpunten en kansen binnen het culturele landschap inzichtelijk worden gemaakt.

Als beleidsadviseur vervul je een centrale rol in het ophalen, analyseren en vertalen van signalen uit de culturele praktijk. Je richt je op de positie van makers, culturele instellingen en informele initiatieven en zorgt ervoor dat inzichten uit het veld op een methodische en objectieve manier worden verwerkt in beleidsadviezen. Daarmee draag je bij aan toekomstbestendig cultuurbeleid en een sterke verbinding tussen beleid, praktijk en samenleving.

Taken en verantwoordelijkheden

  • Je verricht beleidsgericht onderzoek naar vraagstukken binnen kunst, cultuur, cultuurparticipatie en de creatieve sector.
  • Je bouwt inhoudelijke dossiers op voor zowel gevraagde als ongevraagde beleidsadviezen.
  • Je vertaalt onderzoeksresultaten, bijeenkomsten en consultaties naar heldere, feitelijk juiste en goed onderbouwde conceptadviezen.
  • Je faciliteert en ondersteunt werkgroepen, thematafels, expertmeetings en andere participatievormen inhoudelijk.
  • Je ontwerpt en begeleidt consultatie- en participatietrajecten met makers, culturele instellingen en andere stakeholders.
  • Je volgt ontwikkelingen, behoeften, innovaties en knelpunten binnen de culturele sector en de makerspraktijk.
  • Je structureert en analyseert kwalitatieve input uit gesprekken, bijeenkomsten en stadsbrede consultaties.
  • Je zorgt voor een objectieve en zorgvuldige vertaling van signalen uit het culturele veld naar beleidsmatige aanbevelingen.

Wat vragen wij?

  • Je beschikt over een afgeronde hbo- of wo-opleiding, bijvoorbeeld in Cultuurwetenschappen, Kunstbeleid, Communicatiewetenschappen of een vergelijkbare richting.
  • Je hebt ervaring met beleidsontwikkeling, beleidsadvisering of onderzoek binnen een politiek-bestuurlijke, maatschappelijke of culturele context.
  • Je hebt kennis van de culturele sector, verschillende artistieke disciplines en de positie van zelfstandige makers, collectieven en culturele instellingen.
  • Je hebt ervaring met het begeleiden van participatieprocessen, dialoogsessies, expertbijeenkomsten of stakeholderconsultaties.
  • Je bent een sterke gespreksleider en weet uiteenlopende belangen en perspectieven met elkaar te verbinden.
  • Je analyseert complexe informatie op een objectieve wijze en vertaalt deze naar heldere beleidsadviezen en beleidsnotities.
  • Je schrijft zorgvuldig, gestructureerd en in heldere ambtelijk-bestuurlijke taal.
  • Je bent omgevingssensitief, onafhankelijk in je oordeelsvorming en in staat verschillende belangen zorgvuldig af te wegen.
  • Je voelt je prettig in een omgeving waarin onderzoek, participatie, cultuurbeleid en bestuurlijke advisering samenkomen.
